“BEC Policy Dialogue Series: 2015 Policy Address” aims to offer a platform for our members to understand more about the Chief Executive’s 2015 policy direction, express views from the perspective of the business sector, and further explore areas of mutual interest in order to promote Hong Kong’s sustainable development and drive Hong Kong towards a low carbon economy. BEC is honoured to have two key officials of the Hong Kong SAR Government to introduce the latest polices and exchange views with members soon after the release of 2015 Policy Address on 14 January 2015.

In Part I, Ms Christine Loh, Under Secretary for the Environment, will meet with BEC members on 22 January 2015 to provide first hand updates on the policies related to environmental protection and sustainable development set out in 2015 Policy Address.

In Part II, Mr. Paul Chan, Secretary for Development, will elaborate policies under the purview of the Development Bureau in 2015 Policy Address, and exchange views and opinions with members. BEC is pleased to have the Hong Kong Green Building Council as a co-organiser for Part II of the series.

Submission on Phase 2 Public Engagement on the Proposed Establishment of a Harbourfront Authority

After consulting members of Harbour Business Forum (“HBF”), an initiative of BEC, BEC submitted a paper to Harbourfront Commission in response to the Phase 2 Public Engagement on the Proposed Establishment of a Harbourfront Authority. A copy of the paper is available in BEC website.

16 January 2015: Eating and drinking @ the Hong Kong Harbourfront Workshop

BEC members are invited to join a workshop titled “Eating and drinking @ the Hong Kong Harbourfront” which is co-organised by HBF, an initiative of BEC, and Designing Hong Kong.

The purpose of the workshop is to bring together key stakeholders, including government officials, planners, developers and concern groups, to identify and prioritise the constraints and opportunities in facilitating the provision of food and beverage services and promoting an al fresco dining culture along the waterfront of Hong Kong.

29 January 2015: BEC Leadership Networking Series

In the upcoming series, BEC invites Dr. David Wai Yin Leung, Director, Syn-Tech Fine Chemicals Co. Ltd., to introduce the solutions for minimising pollutants emission and diesel fuel saving technology. Dr. Leung will also share business cases on how to reduce the amount of pollutants while saving diesel fuel at the same time.

6 February 2015: Industry Visit to site of Happy Valley Underground Stormwater Storage Scheme

Since 2011, Drainage Services Department have implemented Happy Valley Underground Stormwater Storage Scheme, a 2-phase project with the aim of reducing the risk of flooding to low-lying area of Wanchai and Happy Valley district.

In this visit, participants can learn about the application of movable weir system with supervisory control and data acquisition to collect and discharge the excess stormwater. Participants can know more how a water harvesting system collects and treats underground water and irrigation water for non-potable use.

26 February 2015: BEC Leadership Networking Series (Spring Dinner)

8 January 2015: Industry Visit to Shatin Sewage Treatment Works

Shatin Sewage Treatment Works is the largest secondary sewage treatment plant in Hong Kong. It occupies 28 hectares of land and treats 250,000m³ of sewage produced by about 600,000 residents in Shatin and Ma On Shan every day.

During the industry visit on 8 January 2015, participants visited the primary sedimentation tanks, aeration tanks and final sedimentation tanks to learn more about the sewage treatment process and its contribution to environmental protection.

CarbonSmart - Capability Enhancement Workshops

The CarbonSmart Programme is a government-funded programme which aims to encourage and sustain concerted industry effort on carbon audit and carbon reduction to shape a low carbon future. A series of capability enhancement workshops will be arranged for practitioners in the environmental industry to enhance their carbon management skills.

As one of the four organisers of the programme, BEC will host a workshop on 19 January 2015 to introduce carbon audit, its global trend and associated practical techniques. Representatives from Polytrade Paper Corporation Limited and Tomi Fuji Group Limited are invited to share their initiatives, experience and achievement on carbon reduction measures. EPD Territory-wide Glass Bottle Recycling Programme for Housing Estates

To promote glass bottle recycling in Hong Kong, the Environmental Protection Department has commissioned BEC to coordinate the implementation of the glass bottle recycling programmes in Hong Kong. As of December 2014, over 650 private housing estates and public housing estates have already participated in this programme.

Speaking at “Community Action on Waste – Use Less, Reuse, Recycle”

On 14 December 2014, BEC’s representative from the Environmental Management team was invited to speak at an educational talk titled “Community Action on Waste – Use Less, Reuse, Recycle” to introduce the concepts of waste reduction at source, recycling and environmental protection to over 100 residents in Kwai Tsing district. The talk was co-organised by Kwai Tsing District Council, Kwai Tsing District Council Safe and Healthy Community Working Group and Lai Yiu Estate Resident Service Organisation.

BEC IEE Training Courses

BEC Institute for Environmental Education ("BEC IEE") will organise various environmental training courses in January and February 2015 as follows:

Indoor Air Quality (“IAQ”) Management & Improvement (4th Intake) (15 January 2015) – Participants can have an overview of IAQ, learn different chemical and biological components that affect IAQ, understand ways to manage and improve IAQ.

BEAM Plus Familiarisation Training for Site Supervisors (22 January 2015) – BEAM Plus for New Buildings, an environmental assessment scheme for buildings, requires site supervisors to oversee the implementation of a series of good site practices. This course offers comprehensive training that enables site supervisors to know how to manage BEAM Plus responsibilities in order to fulfill pre-requisite requirements and attain credits for site management, supervision, testing and commissioning.

BEAM Plus Familiarisation Training for Contractors (4th Intake) (5 February 2015) – This course offers a wide range of training that enables contractors to better manage their BEAM Plus responsibilities, including preparation of the necessary documentations to demonstrate compliance.

Carbon Footprint Repository for Hong Kong Listed Companies Launched

An online carbon footprint repository (“CFR”), which enables listed companies in Hong Kong to disclose their carbon footprints and share successful stories on carbon management and practices, was officially launched on 15 December 2014. The CFR, in the form of a dedicated website (http://www.carbon-footprint.hk), was developed by the Environment Bureau (“ENB”).

At a launch ceremony co-organised by ENB and Hong Kong Exchanges and Clearing Limited, certificates were presented to 64 listed companies in recognition of their first-mover contributions and efforts in auditing their carbon footprints and disclosing their carbon data through CFR. The 64 listed companies joining the carbon disclosure initiative include more than 20 companies which are among the top 100 in terms of market capitalisation in Hong Kong. These listed companies come from different sectors, including property and construction, consumer services, financials, consumer goods, industrials, utilities, information technology, materials and telecommunications sectors.

Nissan and HKDC Start Collaborative Testing of the 100% Electric Nissan e-NV200 Compact Van in Hong Kong

Nissan and Veolia’s subsidiary in Hong Kong, Hong Kong District Cooling Company Limited (“HKDC”), conducted field tests for the Nissan e-NV200 commercial vehicle at Kai Tak development area (“KTD”). HKDC is currently operating the first environmentally-friendly District Cooling System (“DCS”) in KTD to provide chilled water for air-conditioning to buildings within the area.

The field tests form part of a comprehensive field testing programme by Nissan to promote cleaner mobility solutions for Hong Kong. This initiative between Nissan and HKDC aimed at driving further development of zero-emission mobility solutions and infrastructure in Hong Kong, so as to help Hong Kong become a more sustainable city.

During the field tests, HKDC operated a Nissan e-NV200 as an operations vehicle under different road conditions, including developed areas and construction sites, in KTD. The vehicle was also used at the Cruise Terminal as well as Hong Kong’s Children Hospital to support DCS’s daily operations.

Vehicle operations data has been recorded and stored in a data logger for future analysis and research at Nissan’s research facilities in Japan. Nissan will evaluate the model’s further potential for commercial use in Hong Kong.
