Keynote Speaker

Mr Andrew Lai, JP, Deputy Director of Environmental Protection, HKSAR Government

Under the Hong Kong Blueprint for Sustainable Use of Resources 2013-2022, waste prevention, reduce quantity and types of wastes at source, is of top priority under the waste management hierarchy. Producer Responsibility Schemes (PRS) are identified as one of the key actions to drive behavioural change through policies and legislation to reduce waste. The HKSAR Government is working on PRS targeting mainly three types of waste – plastic shopping bags, waste electrical and electronic equipment, and glass beverage bottles. PRSs are effective in changing the behaviour of businesses to redesign products and packaging to reduce or even eliminate waste. In Taiwan and South Korea, PRSs also helped foster the incremental development of recycling industries and the creation of green jobs.

In this event, Mr Lai will explain more on the PRS programmes and listen to views from different parties. These PRS programmes will help the administration realise the polluter pay principle and establish a circular economy for these resources.
