Business Environment Council (BEC) is delighted to announce the publication of its research report, “Biodiesel and Renewable Diesel in Hong Kong: Assessing Demand-Side Readiness for Decarbonisation.”  

Renewable diesel is a newer, second-generation biofuel. Compared to biodiesel, it is a drop-in fuel without engine modification while offering up to 90% CO2 emission reduction potential. Therefore, renewable diesel has been increasingly used in cases including road transport and heavy machinery in many countries.   

This event aims to disseminate key findings from the study, which examines the market landscape, challenges, and opportunities for biodiesel and renewable diesel adoption in Hong Kong. The research, conducted between September 2024 to March 2025, is based on a comprehensive approach that includes global market analysis, local demand surveys, focus group discussions, and interviews. The event serves as a platform to share insights, understand real-world user experiences, and discuss strategies and policy recommendations to accelerate renewable diesel adoption and support Hong Kong’s decarbonisation goals.

Ms Anne Yu 
Managing Director, Shell Hong Kong Limited 

Ms Anne Yu has been the Managing Director of Shell Hong Kong Limited since January 1, 2022, and oversees Global Mobility Real Estate for Shell. She has been instrumental in leading Shell Hong Kong's energy transition, overseeing the installation of over 600 EV charging points and introducing Shell Renewable Diesel and Immersion Cooling Fluid to the local market.  Under her leadership, Shell Tsing Yi Installation implemented a carbon reduction program that includes initiatives such as solar panel installation and boiler efficiency improvements.  

From 2013 to July 2021, Ms Yu served as the General Manager of Mobility at Shell Hong Kong Limited, where she led a team of around 700 people and achieved significant growth through a sustainable business strategy. Her team’s commitment to customer service excellence earned recognition with awards from the Hong Kong Association for Customer Service Excellence.  

Previously, from 2007 to 2013, she was the General Manager of Shell Gas (LPG), where she successfully positioned the business as the market leader while setting high standards in operational efficiency and gas safety. 

In addition to her corporate roles, Ms Yu has held public advisory roles in gas safety and currently represents Shell Hong Kong as a Board Director and Executive Committee Member of the Business Environment Council. 

 

Mr Benny Siu 
Head of Safety, Sustainability and Quality Assurance, Hong Kong Air Cargo Terminals Limited 

Benny Siu, Head of Safety, Sustainability and Quality Assurance of Hactl, works with different stakeholders in the aviation supply chain on safety, sustainability, quality and risk management. Benny is also a Chartered Environmentalist and Chartered Safety Practitioner. 

Hactl is one of the world’s leading air cargo terminal operators, providing services to over 100 airlines and 1000 freighter forwarders. Launched in 1976 to consolidate and streamline all air cargo handling in Hong Kong, Hactl has played a major role in the establishment of Hong Kong as the definitive air cargo logistics hub for Southern China and Asia. 

 

Mr Eddie Tse 
Group Sustainability Manager, Gammon Construction Limited 

Eddie has more than 28 years experience in construction and environmental field and specializes in contamination assessment and remediation, carbon/energy management, renewable energy projects and resources/circularity management. He has been involved in various infrastructure and building projects such as road and drainage, site formation and land decontamination, railway, power plant emission control facility, tunnel and rock cavern. 

Eddie is the vice chairman of Environment Committee, Hong Kong Construction Association and member of Climate Change Business Forum of the Business Environment Council.  He is a member of the Sustainable Development Committee, Climate Change Framework for Built Environment Embodied Carbon Expert Group member of the Hong Kong Green Building Council. 

Eddie graduated in Chemical Engineering from the University of British Columbia in Canada, and has a Master of Science degree in Environmental Engineering from The Hong Kong Polytechnic University.  Eddie is a Fellow member of the Hong Kong Institute of Qualified Environmental Professionals. 

 

Mr Merlin Lao
Head – Policy & Research, Business Environment Council

Mr Merlin Lao is Head – Policy & Research at BEC. He leads the team to develop clear policy positions on pressing climate and environmental topics in Hong Kong, through undertaking research on latest domestic and international trends, engaging with the Hong Kong SAR Government and connecting insights of the local business sector. He is keen on net-zero transition that not only looks at decarbonisation, but also a more equal and liveable built environment.

Mr Lao is a programme management professional with over 10 years of climate change and environment career experience across private, public and non-profit sectors in East Asia, with major exposure in Mainland China, Hong Kong, Macau and South Korea. Prior to joining BEC, he was the senior programme manager at an international non-governmental organisation driving sustainable cities agenda in China, Japan, Mongolia and South Korea, covering topics such as air quality, low-emission development, urban resilience, circular economy and nature-based solutions.

 

Ms Kristy Tan 
Senior Manager, Climate Resilience, Sustainability, Airport Authority Hong Kong  

Kristy Tan is an experienced sustainability practitioner with a background in both public and private sectors in Hong Kong and Australia. She readily applies her skills to large infrastructure projects and complex operating environments. Currently, Kristy serves as the Senior Manager for Climate Resilience at the Airport Authority Hong Kong (AAHK) at Hong Kong International Airport (HKIA). She leads AAHK’s Climate Change Programme, focusing on climate adaptation, resilience, and carbon management. Kristy spearheads the HKIA Carbon Reduction Programme, which includes the HKIA 2050 Net Zero Carbon Pledge and a 2035 midpoint target. She also oversees the implementation of AAHK’s Climate Adaptation and Resilience Plan and manages sustainability reporting, including sustainable finance, climate disclosure, and ESG ratings aspects. Kristy is passionate about finding innovative solutions for Hong Kong and addressing environmental issues in the airport sector. She is a Steering Committee Member for the Business Environment Council’s Climate Change Business Forum and the Chair of the Airports Council International Regional Environment Committee. 

 

Mr Stephen Au Yeung 
Head of Sales and Operation and Business Development, Shell Hong Kong Limited  

Stephen brings over 10 years of commercial and operation experience in the oil and gas industry. Currently serving as the Head of Sales and Operation and Business Development at Shell Hong Kong Limited, he plays a key role in driving strategic initiatives and fostering low carbon energy solutions, such as the recent renewable diesel (HVO) projects with AAHK, HACTL, HAS and Modern Terminals. Stephen holds an MBA from the Hong Kong University of Science and Technology and is an adviser of the Mobility and Logistics Advisory Group for Hong Kong Science & Technology Parks Corporation. He is committed to helping clients and partners decarbonize through the use of cleaner energy and innovative technologies.

 

Mr Wing-chiu Lam 
Head of Terminal Development, Engineering & Planning Department, Modern Terminals Limited

Mr LAM has been working in Modern Terminals for over 30 years with experience in operation improvement, port development, decarbonisation / environmental projects both locally and in Mainland China. Modern Terminals opened the first purpose-built container terminal in Hong Kong and has been operating at Kwai Tsing Container Port since September 1972. 

Modern Terminals is the first company in Hong Kong to deploy renewable diesel (Hydrotreated Vegetable Oil, HVO) in operations under a trial programme in October 2023. 

Mr LAM obtained his BE (Mechanical) from University of New South Wales, Australia and EMBA from City University of Hong Kong. 

He has been teaching part time in the Department of Logistics and Maritime Studies, The Hong Kong Polytechnic University since 2015. 

Mr LAM is currently a member of the Pilotage Advisory Committee, Marine Department, Government of Hong Kong SAR. 

In 2023, Mr LAM was appointed to the “Sustainable Living Environment Advisory Group” of Business Environment Council, Hong Kong.
