Power Up Coalition: Understanding Practical Challenges and Opportunities for Construction Site Electrification

According to the Intergovernmental Panel on Climate Change (IPCC), the construction industry currently accounts for 36% global energy consumption and 40% CO2 emissions. In Hong Kong, the Climate Action Plan 2030+ estimated that the construction industry needs to reduce at least 11% carbon emissions by 2030 in order to meet the city's target with 26% to 36% absolute reduction. Among others, construction site electrification is an effective means for the low carbon transition. It also brings added benefits including noise control, improved air quality and occupational health.

In September 2020, the Development Bureau released a Technical Circular to mandate public work projects on the application of temporary electricity and water supply before construction starts to facilitate electrification. Riding on the Technical Circular, BEC launched the Power Up Coalition in April 2021 which promotes a similar approach in private and semi-private work projects. The aim of this Coalition is to promote early electrification of construction sites and create a knowledge sharing platform for industry practitioners to exchange experiences and expertise. BEC is pleased to organise the first Power Up workshop which will discuss the technicality of construction site electrification. Join us to listen from industry experts on applying electricity supply at site, estimating on-site power demand, and the benefits of electrification. This is also an opportunity to discuss and network with industry practitioners on decarbonising the construction value chain.

Speakers and Panellists *in order of appearance

Ir Kin Leung
Head of Customer Business Development, The Hongkong Electric Co., Ltd.

Ir Leung has over 25 years in the power industry with solid experiences in power plant and electric vehicle charging infrastructure projects, formulation and implementation of local electricity market and regulatory regime.

He is now the Head of Customer Business Development of HK Electric who oversees the funding and service schemes helping customers and the community in decarbonisation.  His responsible areas cover distributed renewable energy, renewable energy certificates, energy efficiency, electric mobility, smart and low-carbon lifestyle, and other decarbonisation and sustainability solutions for customers and community sectors.

He is a chartered electrical engineer, a member of HKIE and IET. He was the BEC CCBF Advisory Group Steering Committee member (2015-2019) and is the BEC Sustainable Living Environment Advisory Group Steering Committee member.  He is also a member of the HKGBC ACT-Shop Steering Group on promoting retro-commissioning, HK Electric’s representative in the Hong Kong E-Vehicles Business General Association (HKEV) and Electric Vehicle Association of Asia and the Pacific (EVAAP).

 

Ir K.Y. Lo
Deputy Director of Corporate Customer Experience, CLP Power Hong Kong Limited

Ir Lo is a mechanical engineer by profession with 30 years of extensive experience in the power industry, covering power generation, corporate planning, business strategy and innovation, C&I account management, energy services and business development.  Currently, he is the Deputy Director of Corporate Customer Experience, responsible for orchestrating the ecosystems of different customer sectors to enable innovation and new collaboration, providing customer-centric solutions to satisfy customers’ needs and expectations, driving decarbonisation with a portfolio of supporting kits, and delivering professional account management service.         

 

Ms Kahl Cheung
Building Services Engineer, Gammon Construction Limited

Kahl joined Gammon since 2017 as a Building Services Engineer.  She was involved in a Grade A commercial building (The Quayside – with a LEED-CS Platinum, BEAM Plus Platinum and WELL-CS Gold rating) and redevelopment of Prince of Wales Hospital projects, mainly responsible for coordination of E&M installations.  She is now involved in another Grade A commercial building with a number of green initiatives in Wan Chai area.  Before joining Gammon, she was working as a trainee in a water treatment work as well as in noise assessment group of Environmental Protection Department.  Kahl graduated from the Department of Mechanical Engineering from Hong Kong University of Science and Technology, and is studying Master of Science degree in Building Services Engineering from The University of Hong Kong.

    

Ir Priscilla Wong
General Manager - Building Services, Chinachem Group

Ir Priscilla Wong is a Chartered Engineer (Mechanical) with extensive experience in project management and sustainable built environment. She is the General Manager – Building Services and Sustainability Steering Committee Member of the Chinachem Group. Priscilla leads a team of E&M Engineers and Sustainability Specialists to work on all aspects of E&M and sustainability for the Group.
