Invitation for Expression of Interest to Tender for
Provision of Waste Audit Services for JCSMART – Scientific Methods for Achieving Reduction Targets Project

 

1. Background

  1. Funded by The Hong Kong Jockey Club Charities Trust (the “Donor”), Business Environment Council Limited (“BEC”) is pleased to announce the launch of JCSMART – Scientific Methods for Achieving Reduction Targets Project (the “Project”). The project is co-organised with Green Power.
  2. The Project aims to establish a waste composition profile and performance baseline for existing schools and to assist them to achieve zero-waste in future by implementing waste reduction measures and increase recycling rate.
  3. BEC is currently inviting interested parties to submit Express of Interest (“EOI”) for the provision of waste audit services (the “Services”) for 285 local primary and secondary schools (the “Participating Schools”).
  4. The Project lasts for three years (the “Project Period”).

 

2. Objectives

  1. The objectives of the Services are:
    1. To record the detailed composition of waste samples from the Participating Schools over the Project Period; and
    2. To obtain and consolidate waste records from the Participating Schools for future waste management planning.

 

3. Scope of Services

  1. The Services provided by the Service Provider generally include:
    1. Provide 570 sessions of waste audit to the Participating Schools (two sessions per school) over the Project Period; 
    2. Supply and deliver adequate 660-L waste collection bins to the Participating Schools for temporary waste storage before the waste audit day;
    3. Collect, sort, weigh, and photograph waste samples from each of the Participating Schools;
    4. Arrange proper venue for conducting off-site waste audit;
    1. Supply general consumables for the waste audit session, including but not limited to personal protective equipment (such as gloves, masks, etc.), floor scale, waterproof floor mat and garbage bags etc.;
    2. Dispose sorted garbage and deliver the recyclables to appropriate recyclers/ treatment plant; and
    3. Provide clear record of waste composition in Microsoft Excel format.

 

4. Project Commencement Date

  1. The Service Provider is targeted to be on-board in Q1 2025.

 

5. Project Deliverables

  1. The Service Provider shall provide the following deliverables for each waste audit session during the Project Period:
    1. Waste composition record sheet with total weight and weight of each of the defined waste categories;  
    2. Photos of the collected and sorted waste; and
    3. Consolidated data in Microsoft Excel format.

 

6. Shortlisting Criteria

  1. Upon submission of the EOI, eligible Service Providers shall be shortlisted for proceeding to tender stage in accordance with the following selection criteria:
    1. Company profile;
    2. Relevant past project experience;
    3. Resources allocation and qualification of the staff;
    4. Environmental strategies for providing the Services; and
    5. Approach to deliver the Services.

 

7. Expression of Interest

  1. Please express your interest by returning the following submissions to BEC via email to jcsmart@bec.org.hk on or before 18:00 on 31 December 2024, Tuesday.
  2. Your EOI submission shall contain the following documents:
    1. The completed form of “Express of Interest” (Annex A);
    1. Business Registration Certificate;
    2. Company brochure;
    3. List of relevant project experience for the last three years;
    4. Organisation chart showing all key staffs, partnering companies or sub-contractors to deliver the Services;
    5. CVs of key staff members;
    6. Environmental measures related to the Services;
    7. Approach to deliver the Services;
    8. Company financial statement for the last three years; and
    9. Any other information and evidence demonstrate your capabilities.
  2. Late submissions will not be further considered.

 

8. Disclaimer

BEC shall not in any circumstances be liable for any costs, expenses and damages incurred or suffered by the interested parties in connection with the preparation and submission of this EOI to BEC, in the event not to invite any interested parties which has submitted their interest in response to this invitation to enter into any tendering exercise or an agreement for this Project.
