Business Environment Council Limited (“BEC”) held the Annual Symposium 2025 of Hong Kong Sustainable Aviation Fuel Coalition (“HKSAFC”) today at BEC Auditorium, bringing together government officials, policy makers, industry leaders, and environmental advocates to discuss the future of Sustainable Aviation Fuel (“SAF”) development in Hong Kong. Mr Liu Chun San, JP, Under Secretary for Transport and Logistics, was invited as the Guest of Honour, while Mr Arthur Lee, Commissioner for Climate Change, attended as a special guest. The symposium featured a diverse range of expert speakers who shared valuable industry insights on SAF strategies for Hong Kong.
In his opening remarks, Mr Simon Ng, Chief Executive Officer of BEC, emphasised the significance of collaboration between the Government and the industry in achieving decarbonisation goals for the aviation sector. He stated, “We are committed to establishing Hong Kong as a regional hub for SAF, and we welcome the Government’s ambition to set SAF consumption targets by 2025. Together with our partners, we will drive the adoption of SAF, ensuring a sustainable future for aviation.”
Mr Ng also highlighted the achievements of HKSAFC since its launch in January 2024, including significant advocacy efforts, effective liaison with various stakeholders across the supply chain and relevant government departments, as well as the publication of the Policy Whitepaper on SAF Strategy for Hong Kong in November 2024. This comprehensive document identifies key barriers to SAF adoption and proposes strategic actions to enhance SAF usage in the region.
In his keynote address, Mr Liu Chun San, JP, Under Secretary for Transport and Logistics, underscored the importance of sustainable practices in the aviation industry, “Our goal is clear: to accelerate carbon emissions reduction in the aviation sector and address the growing demand for SAF from international airlines, in order to consolidate Hong Kong’s position as an international aviation hub.” To this end, the Government is mapping out Hong Kong’s way forward for SAF adoption and plans to announce a target for SAF usage for flights departing from Hong Kong International Airport within this year. He reiterated the Government’s commitment to working closely with the industry to turn challenges into opportunities in sustainable aviation.
The symposium featured esteemed speakers from various sectors, including airport regulators, airline companies, financial institutions, fuel suppliers, and environmental organisations. They shared valuable insights on critical topics related to SAF, such as global supply forecast, setting usage target, sourcing strategies and long-term infrastructure development plans. A panel discussion further explored innovative financing and value chain development to strengthen SAF supply and demand in Hong Kong. The event concluded with a call to action for all stakeholders to collaborate in promoting the use of SAF, paving the way for a more sustainable aviation industry.
HKSAFC is a programme initiated by BEC, aiming to drive the establishment of a government-led mechanism with multi-stakeholders to deliver a SAF roadmap and solutions for the aviation industry; deliver forefront research and policy papers on SAF strategies in Hong Kong; and scale up SAF supply and adoption in Hong Kong with competitive costs. HKSAFC Partners represent various positions across the SAF value chain, including technical agencies, airport regulator, SAF producers, fuel suppliers, air transport service end-users and non-profit organisations. All partners have actively participated in regular meetings and roundtables over the past year, contributing to the SAF Ambition Statement and the publication of the Policy Whitepaper on SAF Strategy for Hong Kong in 2024.
