Mr Nicholas Ho Mr Ho assumed the post of the Commissioner for Belt and Road on 1 September 2023. He is leading the Belt and Road Office under the Commerce and Economic Development Bureau to formulate overall strategy and spearhead policy in taking forward Hong Kong's full participation in the Belt and Road Initiative, and to promote the connections with relevant sectors, thereby strengthening Hong Kong's role as a functional platform in the Belt and Road Initiative. Before joining the Government, Mr Ho was a registered architect in Hong Kong who had held senior positions in an international architectural practice for the past ten years and was appointed Chair of the firm from 2020. He had led a number of Belt and Road related projects involving smart cities development and green buildings construction. Mr Ho represented Hong Kong, China on the APEC Business Advisory Council from 2017 to 2023 and has good exposure in representing Hong Kong at different fora, locally and internationally.

Mr Sunny Sun Mr Sunny Sun has been working in the Environmental Protection Department of the HKSAR Government for over 30 years. His areas mostly cover environmental water quality management, science and policy, as well as environmental impact assessment on water quality and land contamination issues. He has been working closely with the Chinese Mainland on collaboration of environmental protection and conservation. Mr Sun also once participated in pollution control and enforcement work for local districts and areas, and partnership programmes for construction, industry and relevant trade sectors. In addition, making reference to the development of the Chinese Mainland and international practices, he has been actively pursuing development and applications of advanced smart and green technologies to enhance our work in water quality management. In the past few years, he has proactively participating in the work under the B&R Initiatives, with focus of promoting the relevant extensive experience and environmental / green advanced technologies of the HKSAR and the Chinese Mainland to the B&R countries.

Dr Grace He Dr Grace He is a sustainability consultant and environmental researcher recognized among the Global Top 2% Scientists in Biotechnology (2024/2025). She is the AP Ecosystem Lead for Deloitte’s GreenSpace Tech, integrating science, policy, and finance to advance green innovation and ESG strategy, advancing sustainable investment and climate innovation ecosystems across Hong Kong and Mainland China. She bridges science, policy, and finance to drive innovation in green technology, ESG strategy, carbon markets, and nature-based solutions. She has authored more than 25 high-impact publications cited over 4,000 times and she is passionate about accelerating the transition toward a net-zero and resilient future.

Ms Celina Chan Celina Chan heads up Sustainability and Sustainable Finance for OCBC Bank in Hong Kong. OCBC is the longest established Singapore bank and is one of the world’s most highly-rated banks. OCBC, as an early mover in mobilising capital to support corporates’ sustainable transition, has surpassed its target of S$50 billion (~HK$300 billion) in sustainable financing. OCBC has been named Best Bank for Sustainable Finance in Hong Kong, and Best Bank for Sustainable Finance in Singapore, by Global Finance. Celina, as a pioneer in ESG solutions, has contributed to innovative transactions including the world’s first Sustainability-Linked Bond for a real estate developer (2021), Hong Kong’s first sustainable finance in the logistics industry (2022), as well as Hong Kong’s first Green And Transition Loan in the real estate industry (2024). Prior to joining OCBC, Celina was at HSBC as an International Manager where she was a corporate banker in Hong Kong, Sri Lanka, and the UK; and where she managed regional and global strategies for the bank. She specialised in impact finance when she was awarded a scholarship to complete an MBA at the University of Oxford. Celina has lived in Asia, Europe, US, and Africa and is an advocate of finance for good.

Dr Vincent Cheng Vincent Cheng is the APAC Climate and Sustainability Leader at Arup, driving the transformation of the built environment toward net zero and resilient cities in the region. With 30 years’ experience, he has a proven track record of leading multidisciplinary teams to deliver innovative, low-carbon solutions and to shape influential industry policy. Vincent has also been advising corporations on embedding sustainability into their expansion strategies, particularly along the Belt and Road initiative. He has played a pivotal role in helping clients navigate the environmental and social governance challenges of major building and infrastructure projects, ensuring sustainable development is a core component of their growth. Vincent's expertise extends across a vast portfolio of landmark projects throughout Asia. His work includes AIRSIDE, Victoria Dockside, and Construction Industry Council Zero Carbon Building in Hong Kong, the major mixed-use developments like Chengdu and Chongqing’s Raffles City, and international benchmarks such as South Beach in Singapore and Samsung Green Tomorrow in South Korea. Beyond that, he has also spearheaded sustainable infrastructure initiatives, including District Cooling Systems for key Hong Kong districts like Kai Tak, West Kowloon Culture District, and other new development areas in Hong Kong and Singapore.

Mr Shu Zhu Shu Zhu is Regional Director of ICLEI East Asia Secretariat and China Representative. With more than 20 years of experience in regional cooperation and sustainable development, he manages ICLEI’s strategic presence and operations in East Asian and Central Asia, including creating ICLEI China Office in 2018. He leads a diverse team of experts in Seoul and Beijing to support the green and low carbon transition, peer learning and international cooperation of ICLEI members in the region towards sustainable urban development. Prior to ICLEI, he was Acting Director and Senior Program Officer at the UNDP Secretariat for Greater Tumen Initiative, an intergovernmental mechanism between China, Mongolia, Republic of Korea and Russian Federation.

Ar Yvonne Ieong Yvonne is an accomplished Architect and Interior Designer with a proven commitment to integrating sustainability into the built environment. Her dedication is demonstrated by several award-winning design projects, recognized with prestigious green building awards in both Hong Kong and Singapore. Currently, as an Associate Director at Leigh & Orange Limited, a firm with over 150 years of history, she drives the firm's sustainable design agenda and promotes green architecture. Yvonne holds leadership roles including Director of BSL and Chairlady of the Climate Change & Sustainability Task Force at the Hong Kong Institute of Architects (HKIA). Her long-standing pro-bono contributions include previous membership in the Environmental Campaign Committee (2012-2018) and ongoing work with the Hong Kong Green Building Council, BEAM Society Ltd, Professional Green Building Council, Hong Kong Institute of Architects and other NGOs.

Ir C S Ho Ir Ho is a practicing engineer as well as a lawyer. He graduated with BSc (Engineering) from HKU, then earned an MBA, a Post-graduate Diploma in Software Engineering, and PCLL from HKU; and LLB from Manchester Metropolitan University of UK. Ir Ho is currently the Chief Executive Officer of BEAM Society Ltd, the Chairman of Hong Kong Quality Assurance Agency, a Barrister-at-law at the High Court of Hong Kong, and an Adjunct Associate Professor of the University of Hong Kong, teaching engineering and legal subjects at both the graduate and post-graduate levels. Ir Ho had been working with Hong Kong Housing Authority as the Chief Building Services Engineer, heading the Building Services Section responsible for the design and construction of BS installations of all the new public housing development projects. Ir Ho is a Chartered Engineer, a fellow of the Chartered Institution of Building Services Engineers and a Corporate Member of Hong Kong Institution of Engineers (HKIE). He is now the Director of the Hong Kong Green Building Council and had also served as a committee member of the Electrical Division and the Building Services Discipline Advisory Panel of HKIE apart other community services. Ir Ho has been devoted to promoting green building and BEAM Plus (Building Environmental Assessment Method) which aims at improving the overall quality of the built environment.

Mr Dennis Wu Mr Dennis Wu is an ESG Certified Professional (“ESGCP®”). He has nearly 30 years of experience in the financial industry focused on alternative asset management (including PE, VC, Mezzanine, Real Estate, Special Situation and Principal Investment, etc.) and investment banking, and 10 years of experience in ESG, sustainability and related capacity building. He also focuses on green and healthy buildings, environmental consultancy, green finance, green-tech, impact investment, sustainability advisory. Currently, Mr Wu is the Chief Executive Officer and Executive Director of AEC Group (a HK listed company; Stock Code: 8320), Founding President of Greater Bay Area Carbon Neutrality Association, Chairman of Hong Kong Private Equity Finance Association, a member of the Task Force on Climate-Related Financial Disclosures (TCFD) Working Group, and a Global Reporting Initiative (GRI) member. In addition, he is admission panel members for Hong Kong Science and Technology Park (HKSTP)’s incubation program and Tech300 by The City University of Hong Kong. On top of that, he is a Green Tech mentor for startups for many technology challenges. He is also leading Green Technology partners in ASEAN countries and the Middle East Region. Mr Wu is also the Founder and CEO of AEC Capital Group focusing on sustainable finance, real estate and investment management. He is currently serving as a member of Environment and Sustainability Committee under Hong Kong General Chamber of Commerce, a co-opted member of Infrastructure Rating System Committee of Hong Kong Green Building Council and a member of the ESG Committee of the Chamber of Hong Kong Listed Companies. He is also former Co-Chair of Green and Sustainable Private Equity Working Group under Hong Kong Green Finance Association . Outside Hong Kong, he contributes to Net Zero Readiness Framework development as WorldGBC Asia Pacific Net Zero Collaborator. Moreover, he is a professional trainer in the areas of Green Technology, Green Finance, Climate Transition, ESG, and Carbon Neutrality.

Dr Jason Tse Dr Jason Tse leads the Sustainability and Building Physics team at Buro Happold Hong Kong. A Chartered Engineer and Fellow of CIBSE, Jason specialises in delivering sustainable solutions for the built environment, with expertise in zero-carbon strategies, building performance analysis, and health and wellbeing integration. He holds a PhD from Cardiff University and has extensive experience across Asia and the UK in green building certifications including BEAM Plus, LEED, WELL, and SITES. Jason is a WELL Faculty member and Registered Energy Assessor, and has authored multiple peer-reviewed publications. He actively mentors young professionals and serves as a visiting lecturer at leading universities in Hong Kong.

Mr Patrick Ho Mr Patrick Ho is an experienced professional who has dedicated over 20 years of his career to the field of corporate sustainability, ESG (Environmental, Social, and Governance), and environmental management. Throughout his career, he has held various roles in corporate settings, consultancies, and environmental organizations. At Swire Properties, Patrick is responsible for formulating and executing a corporate sustainability strategy for Swire Properties’ global operations across Hong Kong, Chinese Mainland, South East Asia and U.S.A. portfolios. Through engaging stakeholders, setting targets and developing action plans, he leads a team to manage the full spectrum of the Company’s environmental, social and economic impact and to integrate ESG considerations into every facet of Swire Properties’ business. Patrick is a Board of Director of Business Environment Council, and the Chair for the Nature & Biodiversity Advisory Group. He sits on the Corporate Advisory Board of World Green Building Council, and the Built Environment Pathway Board of the World Business Council for Sustainable Development (WBCSD). Mr Sandeep Sharma Sandeep Sharma is an experienced Executive in Strategy, Business Development, Project Execution & Asset Management in Energy Infrastructure and Renewable Energy with a demonstrated history of working in the energy industry across Asia-Pacific. He is currently working in CLP Holdings as the Head of Business Development – Renewable Energy for Growth Markets, overseeing greenfield and M&A investment. Before his current role, he was working as the Head of Group Strategy, responsible for the strategy formulation and execution oversights for the Group through long-term scenario planning and assessing opportunities and risks in the global energy markets. Prior to his role in Group Strategy, he was working in CLPe and CLP China business unit. In CLPe, he was responsible for the development and investment of District Cooling, large-scale centralized cooling system and providing integrated sustainable energy solutions for various industries and customers in the Greater Bay Area. In CLP China, he was responsible for the business development and asset management of renewable energy projects. He is also a pioneer in sustainability and involved in setting the sustainability vision and framework for CLP Group back in 2011. Mr. Sharma received his master’s degree in Electrical & Electronic Engineering with Management from Imperial College London with first class honor. He is a Chartered Energy Engineer (CEng) from Energy Institute in the UK. He also completed the Accelerated Management Talent Consortium Program of Richard Ivey School of Business and Tsinghua Executive Training Program from the School of Economics and Management of Tsinghua University.

Ms Serena Mak Serena Mak is currently Executive Director, Sustainable Finance, Institutional Banking Group at DBS Hong Kong. She provides strategic direction and guidance on sustainable finance transactions while also fostering a culture of sustainability within the bank. Prior to joining DBS, Serena was the Head of ESG Funding Asia for Home Credit, where she successfully contributed to the group’s sustainability-linked financing in Asia. She also held several positions at Goldman Sachs in Singapore and Hong Kong, with a focus on liquidity management across the APAC region. Serena holds a Master of Science degree in Financial Analysis as well as a Bachelor of Business Administration degree in Global Business & Management of Organizations from the Hong Kong University of Science and Technology. She is a Certified ESG Analyst (CESGA), CPA (Australia), and FRM. Serena also serves as Board Governor and Honorary Secretary at Friends of the Earth (Hong Kong) and is on the examiner team for the Certified ESG Analyst (CESGA) program by the European Federation of Financial Analysts Societies (EFFAS).

Mr David Fishman David Fishman is a Principal at The Lantau Group, where his areas of expertise cover regulatory and economic intelligence for the Chinese power sector, including solar, wind, coal, nuclear, hydro, transmission grid, and power markets. His specific project experience includes Chinese power market and policy intelligence and forecasting, solar and wind tariff policies, renewable asset transactional due diligence, China business matchmaking, and green power procurement support for multinationals operating in China. Prior to joining TLG, David was a Managing co-director and shareholder of the nuclear energy-focused consultancy Nicobar Group in Shanghai. He holds a joint MA from Johns Hopkins SAIS and Nanjing University in International Relations and Energy Policy. He is a native English speaker and fluent in Mandarin Chinese.

Mr Alex Sun Alex Sun currently serves as Chief Sustainability Officer of Envision Group, and President of Global Integrated Energy Service Business Unit. He led the team to provide customers with Net-Zero solutions including carbon measurement & reporting, wind-solar-storage-charging, green electricity and RECs trading, supply chain sustainability management and product carbon footprint analysis. He led the team to initiate the industry standards and best practices for the Net-Zero Industrial Park, the Net-Zero factory, the Product Carbon Footprint and serve more than 300 foreign and domestic corporates as well as local governments and managing the total amount of carbon emission over 1 billion tons. Alex Sun was CEO of TOTAL-Envision Energy Service Company, which was led by him to grow into Top 3 China's industrial and commercial distributed PV investment company. He completed the first non-recourse project financing of 500 million CNY in 2021, which was also the first green loan for China's industrial and commercial distributed PV projects. Prior to Envision, Alex was Project Director with McKinsey & Company and received the MBA degree from Kellogg School of Business, Northwestern university in US and Engineering degree from Shanghai Jiaotong university.

Ms Suki Han Suki is an Assistant Manager on the Policy & Research team at BEC. She has 8 years of experience in sustainability consulting, stakeholder engagement, and policy research. Currently, Suki leads research initiatives on climate change and renewable energy while promoting BEC’s Net-zero Carbon Charter and supporting programmes among businesses. Before joining BEC, Suki worked with a range of clients across different sectors on sustainability issues in the US and Hong Kong. Her responsibilities included researching international renewable energy policies, developing sustainability strategies and reporting, providing assurance services, and enhancing ESG rating performance. She has actively participated in international climate change negotiations and policy development as a delegate and Course Instructor for Duke University's U.N. Climate Change Negotiations Practicum. Suki holds a BS degree from the Georgia Institute of Technology, a Master of Environmental Management degree from Duke University, and an MBA degree from the University of Chicago Booth School of Business.

Mr Collin Chan Collin H W Chan is the Director of Engineering at the Airport Authority Hong Kong, with extensive experience of over 35 years in leading infrastructure innovation and smart mobility initiatives. With a strong focus on sustainable development and intelligent transport systems, Collin has played a key role in advancing multi-modal connectivity strategies at Hong Kong International Airport. His work integrates engineering excellence with airport operations, reinforcing Hong Kong’s position as a strategic gateway in the Belt and Road Initiative. In recent years, Collin has been dedicated to developing smart mobility solutions that enhance airport connectivity, elevate passenger experience, and contribute to the long-term vision of Airport City development.

Mr Boyong Wong Boyong Wang is the China Director of Smart Freight Centre. He joined Smart Freight Centre in 2014 and set up SFC China operation. He has been devoting to global logistic decarbonization, initiated Zero Emission Freight Initiative and Smart Freight Shippers Alliance in China. Boyong previously worked as Senior Project Manager for Swiss Development and Cooperation Agency (SDC) in China working on low carbon city development, and managed EU FP7 projects on carbon awareness within the transport sector. Graduated from Johns Hopkins University School of Advanced International Studies in Bologna and Washington DC, Boyong returned to China in 2003 and has since developed into an experienced project manager working for EU China cooperation projects and international development institutions. He managed EU China Village Governance Project, EU China Information Society Project and EU Asia Business Roaming Project from 2003 until 2013 for 10 years before he joined SFC in 2014. Boyong has extensive experience in collaborating with government agencies and building cooperation amongst cross-sector stakeholders. Boyong is very enthusiastic about the freight sector and working on building an efficient zero-emission freight globally.

Ms Li Fan Ms Li Fan is an ESG practitioner with over 14 years of experience in developing and managing comprehensive corporate ESG initiatives. In her current role, she is responsible for formulating strategic ESG frameworks, addressing climate change challenges, establishing decarbonisation targets, and creating pathways to carbon neutrality. Ms Fan is also dedicated to enhancing corporate governance and promoting equality and diversity while actively engaging stakeholders and investors through ESG roadshows. Her career began as an environmental consultant, where she provided expertise to multinational clients across various sectors, such as real estate, energy, automotive, mining, and pharmaceuticals. Her experience with a leading Hong Kong property firm and a prominent energy company has significantly deepened her understanding of ESG best practices and the complexities inherent in these sectors. Ms Fan holds a Master’s degree in Environmental Technology and a Bachelor’s degree in Chemistry from Imperial College London. She is a Certified Environmental, Social, and Governance Analyst and a Certified Carbon Auditor Professional. Having lived in the UK and Germany for over a decade, Ms Fan brings a valuable global perspective to her work, enriching discussions on sustainable development and corporate responsibility.
