The Northern Metropolis represents an unprecedented opportunity to redefine Hong Kong’s economic and environmental future, presenting both immense opportunities and a critical need for sustainable practices.
As a leading international financial centre and a strategic gateway, Hong Kong is uniquely positioned to drive the green transformation of this mega-development. This vision is strongly endorsed by the HKSAR Government and national directives. The recent 2026-2027 Budget injected a historic HK$150 billion into infrastructure, signalling unwavering commitment to the region. Concurrently, Chinese Mainland’s newly approved 15th Five-Year Plan (2026-2030) sets a clear national mandate for high-quality development and explicitly backs Hong Kong in accelerating the development of the Northern Metropolis. The Plan tasks Hong Kong with new strategic roles, including establishing a high value-added supply chain service centre.
To realise this vision of a truly world-class hub for living and growth, the development must go beyond traditional infrastructure. This one-day conference explored how Public-Private-Philanthropic Partnerships (“PPPP”) can uniquely unlock the capital required to build this mega-development. By aligning the drive for new tech industries with national and local decarbonisation goals, and by discovering the tangible business cases for natural capital and climate adaptation, this event demonstrated how the business community can partner in building a prosperous and resilient Northern Metropolis.
In this Conference, we aimed to:
- Identify the critical sustainable development and funding needs within the Northern Metropolis, unlocking the potential of PPPP to mobilise the massive capital required for the sustainable development of Northern Metropolis.
- Demonstrate the expertise of Hong Kong's leading companies by sharing practical case studies on turning decarbonisation and natural capital into tangible growth strategies.
- Articulate comprehensive cross-sector strategies for systemic climate resilience, equipping businesses and infrastructure operators to manage physical climate risks, protect interconnected supply chains, and future-proof the region's operational ecosystem.
