The use of cleaner marine fuel such as liquefied natural gas (LNG) as an alternative to heavy fuel oil has received growing attention within the industry in response to the call from the International Maritime Organisation (IMO) to decarbonise shipping, and the tightening of international and local regulations to mitigate the impact of shipping on climate change and air quality. While LNG is not a carbon-free fuel, it still has a major role to play as a transition option until other zero-carbon solutions become market-ready. Leveraging on the new LNG receiving terminal that is scheduled for operation in 2022, there is also a strong case for the development of LNG bunkering in Hong Kong.
Business Environment Council (BEC) held a webinar last December on “Decarbonising the Shipping Sector and the Potential Role of LNG in Hong Kong”, discussing the benefits and shortcomings of LNG as marine fuel. There was also an update about the offshore LNG terminal currently under construction (if you missed the webinar, you can access it here). For part two of this webinar series, we will be shifting the focus to LNG bunkering with overseas experience and strategic recommendations for Hong Kong based on our latest research findings.

Mr Wayne Wong Mr Wayne Wong is currently Senior Officer – Policy & Research at Business Environment Council (BEC). He is part of the Policy & Research Team that focuses on a range of research and business collaboration projects, policy submissions and advocacy, publications, and events on topics such as climate change, buildings energy efficiency, transportation, and waste management. He is involved in a variety of research projects, including Improving Data Transparency in Buildings Energy Performance and Investing in Buildings Energy Efficiency: How to Enhance Hong Kong’s Policy Framework. He also provides secretariat support to BEC’s Sustainable Living Environment Advisory Group. He graduated from the Hong Kong University of Science and Technology (HKUST) with a Bachelor of Science in Environmental Science.

Mr Cees Boon Cees Boon started his career with the Port of Rotterdam Port Authority in 1983 as inspector for dangerous and noxious goods for the Division Harbour Master. He has ample experience in this field and hands-on experience. At present he is LNG safety expert of the Harbourmaster Policy Department and advisor of the (State)harbour Master of Rotterdam. He has been involved LNG developments in the Port of Rotterdam and is responsible for the safety framework and rules for the LNG bunkering in the port for seagoing and inland vessels. For this purpose he is working closely with other (port) authorities, international regulatory authorities, LNG branch organizations and shipping companies. Cees is an active member of several workgroups within the IAPH, SGMF, INTERTANKO, IMO-GIA, WPCAP, and many more. Nowadays Cees is involved in the Energy Transition program of the port of Rotterdam with the task to establish, in addition to LNG, an internationally accepted harmonized safety framework and guidelines for ( STS) bunkering of methanol, (Liquid)Hydrogen and Ammonia.

Mr Tom Strang Tom Strang is Senior Vice President, Maritime Affairs for Carnival Corporation & plc. He has spent 20 years in Carnival in a variety of senior roles, and among other things he is responsible for developing and implementing a group wide strategy for the supply of new low emission fuels for the next generation of cruise ships under order, starting with LNG. He also represents the Carnival group with various maritime and governmental authorities in Europe and other regions relating to marine and technical regulatory activities, including decarbonisation. Tom began his career as a Naval Architect with Vickers Shipbuilding and Engineering Ltd and then moved to Lloyds Register where he rose to the level of senior passenger ship specialist before joining Carnival in 2000. Since then Tom has been involved in various areas of the business including new build, policy development, compliance and operations. Prior to taking up his current role, Tom was SVP Marine Operations at Costa with responsibility for marine and technical operations, manning and newbuilding for the Costa fleet.

Mr Roberto Giannetta Roberto Giannetta has 30+ years of service in the shipping industry. Having served as director of system development, financial controller, executive director, and now Chairman for shipping agreements and associations, he has a vast cross-reference of knowledge in shipping practices across Asia.

Mr Simon Ng Mr Simon Ng is Director – Policy & Research of Business Environment Council. He is responsible for BEC’s work on policy advocacy, thought leadership development, and collaborative research on various environmental issues that BEC focuses on. Trained as a geographer, Mr Ng is known for his ground-breaking work on ship emissions inventory in Hong Kong and the Pearl River Delta in which his collaboration with the shipping industry led to the launch of the Fair Winds Charter. He is also well regarded for his research and engagement work on walkability.
