Improving building energy efficiency is one of the most common strategies reducing carbon emissions. It tackles building emissions, one of the largest sources of greenhouse gas emissions in Hong Kong, whilst also lowering the energy bill. Traditionally, property developers and landlords are perceived to be the only party responsible for improving energy efficiency. However, tenants and building users as major energy consumers are also important to the equation. How can we overcome issues such as split incentives and encourage key stakeholders such as property developers, property managers and building users to work together for better energy efficiency? Is Hong Kong ready for green tenancy plans?
Launched in 2019, BEC Low Carbon Charter aims to encourage companies to set and achieve decarbonisation targets. Reflecting on the major challenges recognised by our signatories, BEC is pleased to organise our first Charter-related event on green tenancy to raise awareness and facilitate engagements between tenants and landlords. Prof Johnny Chan - City University of Hong Kong Phil is a UK Chartered Engineer, HK RPE and REA with 35 years E&M experience supporting highcalibre clients in a range of demanding sectors that has spanned UK Defence, Clean Rooms, Data Centres, Aerospace, Consumer Electronics, Leisure and Textiles Manufacturing in HK and regionally. His background includes FM, design and energy + carbon reduction; he founded Shetland’s public sector `Energy Unit’ in 1996 funded by EU. He has large-project MEP design & design-management in UK, Thailand, Taiwan and Hong Kong. He has been a pioneer of HK energy reduction consulting, expanding Active Energy Management’s staff and skillsets since 2000, now including MEP Design, T&C Management, RCx, Sustainability Consulting, Fire Engineering, as well as ISO 31000 Risk and Safety consulting. His largest energy saving result was a 55% improvement in a data centre arising from a simple controls fault!

Ir Wallace Lin Ir Wallace Lin is the Technical Manager at Swire Properties Management Limited, overseeing the operation and maintenance of Pacific Place - a mixed-used development in Admiralty comprising of a prestigious shopping mall, Grade-A office towers, five-star hotels, plus an exclusive 270-suite apartment residence. Ir Lin is also responsible to formulate and implement sustainability initiatives as well as corporate SD targets such as Science-based decarbonization targets within the portfolios, and particularly interested in monitoring-based commissioning in buildings and optimization of HVAC systems through data analysis.

Mr Wayne Wong Mr Wayne Wong is currently Senior Officer – Policy & Research at Business Environment Council (BEC). He is part of the Policy & Research Team that focuses on a range of research and business collaboration projects, policy submissions and advocacy, publications, and events on topics such as climate change, buildings energy efficiency, transportation, and waste management. He is involved in a variety of research projects, including Improving Data Transparency in Buildings Energy Performance and Investing in Buildings Energy Efficiency: How to Enhance Hong Kong’s Policy Framework. He also provides secretariat support to BEC’s Sustainable Living Environment Advisory Group. He graduated from the Hong Kong University of Science and Technology (HKUST) with a Bachelor of Science in Environmental Science. |
