Mr Kevin O’Brien was appointed as the Chief Executive of Gammon Construction in September 2021 and is responsible for all operations across Asia. He rejoined Gammon having led JEC as their CEO from 2018 – 2021.

He has been based in Hong Kong since 1995.

Mr O’Brien is a fellow of the Royal Institution of Chartered Surveyors and a member of the Hong Kong Institute of Surveyors and takes an active role in the training and development of the future generation of talent for the engineering and construction industry. He has been active with the Business Environment Council since 2018.

Mr Richard Lancaster is Chief Executive Officer of CLP Holdings, the parent company of the CLP Group which is one of the largest investor operators in the electricity industry throughout the Asia-Pacific region.

Mr Lancaster has more than 35 years of experience in the power industry and in other industrial operations in Asia, Australia and the United Kingdom.

Prior to assuming his current role in September 2013, he was Managing Director of CLP’s operations in Hong Kong, responsible for its electricity generation, transmission and distribution business serving 2.7 million customers in Hong Kong.

Mr Lancaster joined CLP in 1992 and has held a wide range of managerial positions within the company. His experience covers project management, power plant operations, commercial, finance, legal and corporate functions.

Besides serving in various subsidiary companies of the CLP Group as Director, Mr Lancaster is the Immediate Past Chairman of the Business Environment Council and a founding member of the Advisory Council of The Australian Chamber of Commerce Hong Kong & Macau. He is a Fellow of the Hong Kong Management Association and a council member of the World Business Council for Sustainable Development and a member of its Climate and Energy Cluster Board. He is also chairman of the Hong Kong Membership Committee of the UN-accredited World Energy Council.

Originally from Australia, Mr Lancaster is an electrical engineering graduate of UNSW Sydney.

Mr Simon Ng is Chief Executive Officer of Business Environment Council. He works closely with BEC Board of Directors in setting and implementing organisation goals and strategies conducive to supporting BEC members and the wider business community in the transition towards net-zero economy and a sustainable Hong Kong. Mr Ng runs BEC’s daily operations, leads BEC’s policy contributions, and ensures BEC’s continuing relevance in bringing and creating value to its stakeholders and the community at large. He is also the Vice-Chair of BEC’s three Advisory Groups.

Mr Ng has over 25 years of experience in academic and policy research, project management and stakeholder engagement. In particular, Mr Ng is known for his ground-breaking work on ship emissions inventory and evidence-based control policy in Hong Kong and the Pearl River Delta, and his instrumental role in the Fair Winds Charter – a voluntary business initiative to reduce ship emissions. Before taking the CEO position, Mr Ng was BEC’s Director of Policy & Research for 3 years. Prior to joining BEC, he was Chief Research Officer of a Hong Kong based think tank, and held teaching and research positions in several local universities. Currently, Mr Ng is a Member of the Advisory Council on the Environment, the Harbourfront Commission, and the Lantau Development Advisory Committee of the Hong Kong SAR Government. Internationally, Mr Ng is an Expert Member of the UNCRD Regional Environmentally Sustainable Transport Forum in Asia since 2006.

Mr Chan is responsible for BEC's financial strategy, budgeting control, accounting, information technology and personnel information management. He serves as BEC’s company secretary and manages the overall leasing, facilities and maintenance of the Jockey Club Environmental Building.

Prior to joining BEC, Mr Chan had over 10 years of management level experience with multinational companies, with responsibility for the financial management of their subsidiaries in Hong Kong, Mainland China, Asia Pacific, the US and Europe.

Ir C F Leung is currently the Director – Operations of Business Environment Council Limited. CF has been spearheading the development of sustainable buildings by leading and providing advisory services on a large number of green building initiatives and delivering training to building professionals. In the field of circular economy, he provides waste management and audit services for existing buildings and community events. He has also involved in the preparation of the Waste Reduction Guidebook and the Practical Guides on Packing Reduction and Management.

As an environmental engineer with over 20 years of experience, CF owns expertise spanning across green building assessment, environmental management, energy cum carbon audits, and indoor environmental quality. 

He is the Immediate Past Chairman of the Chartered Institution of Water and Environmental Management Hong Kong Branch. Besides, he is also a Registered Professional Engineer, a Registered Energy Assessor, a Certified Carbon Auditor Professional, a Chartered Engineer, a Chartered Environmentalist, a BEAM Professional, a Green Building Faculty Member and a WELL AP.

Ms Maggie Lam is Assistant Director – Communications at BEC. She leads the Communications and Events Team by overseeing all marketing and communications initiatives, media relations, and event management. She is responsible for formulating and implementing the overall communications strategy of BEC.

Ms Lam possesses over 20 years of experience in the corporate communications field. Prior to joining BEC, she worked in companies and organisations from different business sectors, including listed companies, MNCs, professional bodies, and property developers. She holds a Master’s degree in Translation and a Bachelor’s degree in Social Science (Journalism & Communication) from the Chinese University of Hong Kong, as well as a Bachelor’s degree in Laws from the University of London.

Mr Merlin Lao is Head Policy & Research at BEC. He leads the team to develop clear policy positions on pressing climate and environmental topics in Hong Kong, through undertaking research on latest domestic and international trends, engaging with the Hong Kong SAR Government and connecting insights of the local business sector. He is keen on net-zero transition that not only looks at decarbonisation, but also a more equal and liveable built environment.

Mr Lao is a programme management professional with over 10 years of climate change and environment career experience across private, public and non-profit sectors in East Asia, with major exposure in Mainland China, Hong Kong, Macau and South Korea. Prior to joining BEC, he was the senior programme manager at an international non-governmental organisation driving sustainable cities agenda in China, Japan, Mongolia and South Korea, covering topics such as air quality, low-emission development, urban resilience, circular economy and nature-based solutions.

Ms Michelle Fung is Head – Human Resources & Administration at BEC, responsible for formulating and implementing human resources policies, operational procedures and systems to meet organisational growth and improve overall efficiency. 

Before joining BEC, Ms Fung worked at MNCs and an international NGO in the areas of business planning, financial reporting and analysis, and operations management.  She has over 10 years of experience in the environmental industry.   

Ms Fung is a Fellow of the Association of Chartered Certified Accountants and holds a Bachelor's degree in Social Sciences from the University of Hong Kong.
