Hong Kong has acceded to the Paris Agreement, which came into force in November 2016. In January 2017, the HKSAR Government announced Hong Kong’s Climate Action Plan 2030+, which set out carbon emission reduction target for 2030 and plans to meet the target. Pursuant to the Paris Agreement, all Parties, including China, should formulate and communicate long-term low greenhouse gas emission development strategies by 2020, bearing in mind we want to limit the increase in the global average temperature to well below 2°C above pre-industrial levels, and better still to limit the increase to within 1.5°C. As a Special Administrative Region of China, Hong Kong should develop a long-term decarbonisation strategy up to 2050 by 2020.

In this regard, the Government last year invited the Council for Sustainable Development (SDC) to initiate a public engagement exercise for collecting views from different stakeholders to explore ways for Hong Kong to set an aspirational yet achievable strategies for meeting a deeper decarbonisation target, and mobilise stronger and timely climate mitigation actions across different sectors of society.

Following the official launch of the public engagement on 14 June 2019, BEC is pleased to organise a briefing event for our members to better understand the Government’s plan to formulate Hong Kong’s long-term decarbonisation strategy. At this Policy Dialogue Series event, speakers from SDC and the University of Hong Kong will explain the background of the strategy and the public engagement process. In return, BEC members will have the opportunity to raise questions and to share your thoughts directly with SDC.
