As the health crisis of COVID gradually subsides, the attention of businesses and governments worldwide is now on measures to trigger economic recovery and promote economic growth. More focus has been placed on investing in green assets for better long-term returns; and financiers are providing a growing list of green bonds and green loans.

Against this backdrop, BEC and Arup are co-organising a regional summit on green economy transition on 12 May 2023 to promote Hong Kong as the preferred regional hub for green infrastructures and investment, and how smart technologies can play a key part in it. Positioned as Asia’s thought-leadership event, the half-day summit followed by a luncheon aims at bringing together senior government officials, influential industry leaders, investors, service providers and renowned academia from built, investment and technology related sectors to exchange insights, as well as to explore green and sustainability related business and investment opportunities in the region.

Mr Andy Chan
Acting Deputy Director of Environmental Protection, Environmental Protection Department, HKSAR Government

Mr Chan is a Chartered Professional Engineer.  He joined the Environmental Protection Department (EPD) as an Environmental Protection Officer in 1991.  He was promoted to Principal Environmental Protection Officer in 2017 and subsequently to Assistant Director of Environmental Protection in 2021.  During his long service with the EPD, Mr Chan held a wide range of professional duties and has extensive experience in various areas of environmental protection, including law enforcement, waste reduction and recycling, and development and management of waste facilities.  Mr Chan is currently the head of the Environmental Compliance Division of the EPD, overseeing the implementation and enforcement of various environmental legislation in Hong Kong; as well as formulating strategies and initiatives to facilitate the public and business trades on environmental compliance.

 

 

Ms Cally Chan
General Manager, Microsoft Hong Kong and Macau

Cally Chan is the General Manger of Microsoft Hong Kong and Macau, and the lead of the company’s overall strategy and business operation, growing the team and focusing on business expansion in accelerating digital transformation for customers and partners.

Cally strives to promote talent development and innovation and technology in Hong Kong. She has shouldered public duties for the government and many organizations, including the Council Member and Knowledge Transfer Committee Chairlady of Hong Kong University of Science and Technology, Board Member and Public Relations, Promotion Committee and Support Services Convenor of Employee Retraining Board, Board Member of Logistics and Supply Chain MultiTech R&D Centre, Member of Transport Advisory Committee. Recognizing her significant contribution to Hong Kong innovation and technology ecosystem, Cally was awarded Medal of Honours in 2022.

Prior to joining Microsoft, Cally served as Managing Director and Vice President of the Hewlett-Packard Enterprise Group. Cally holds an Executive Master of Business Administration (MBA) from the Chinese University of Hong Kong and a Bachelor of Computing Science from the University of Hong Kong. ​

 

 

Dr Vincent Cheng
Director of Climate and Sustainability Services, East Asia, Arup

Dr Vincent Cheng is an Arup Fellow and East Asia Climate and Sustainability Services Leader. He leads a group of design engineers and specialists working on some of the most sustainable projects across the region and advising clients on their transition to zero carbon, climate resilience and nature-based solutions.

Some of his most exemplar projects include the Green Building Grand Award winners Victoria Dockside, The Henderson and AIRSIDE in and CIC ZCB in Hong Kong, South Beach in Singapore and Samsung Green Tomorrow in South Korea.  In particular, his work on the Kai Tak and New Development Areas' District Cooling Systems is pivotal in responding to Hong Kong’s climate action plan.

Vincent actively shares his expertise to the industry through involvement in professional institutions and government committees, including Hong Kong Green Building Council’s Board of Directors and Environment and Ecology Bureau’s Energy Advisory Committee. His visions in green buildings, masterplanning and policy advocacy have been encapsulated in his book Building Sustainability in East Asia – Policy, Design and People. His life-long dedication in sustainability has earned him the Sustainability Leader of the Year in Hong Kong Sustainability Award 2018/19.

 

 

 

Dr Lawrence Cheung
Chief Innovation Officer, Hong Kong Productivity Council

Dr Lawrence Cheung has over 30 years of experience in managing research and development and consultancy business portfolio. In HKPC, he currently manages a broad business functions on technology research and development as well as consultancy services in smart living, automotive, 5G applications, gerontech, green living technology, testing, food processing & Chinese medicine, FutureSkills training as well as SME and Start Up support.

He is respectively a Member of Steering Committee of New Energy Transport Fund and Assessment Committee of Green Tech Fund, all in the Environmental Protection Department; a Member of Steering Committee on Promotion of Vocational and Professional Education and Training (VPET) and Qualifications Framework (QF) in the Education Bureau, and, a Member of the ITF Enterprise Support Scheme (ESS) Assessment Panel in the Innovation and Technology Commission.

He is also an Honorary Advisor of the Hong Kong Electronics and Technologies Association; an executive committee member of respectively the Hong Kong Wireless Technology Industry Association and the Hong Kong Electronic Industries Association; Member of Innovation & Technology Development Committee in Federation of Hong Kong Industries; and Member of Industry & Technology Committee in Hong Kong General Chamber of Commerce.

Prior to joining HKPC, Dr Cheung was living in Australia holding a senior research position in Commonwealth Scientific and Industrial Research Organisation (CSIRO) of Australia.  He obtained Bachelor of Engineering with 1st class honours and Bachelor of Science degrees from Monash University in Australia.  His doctorate degree on Computer Imaging research was also from Monash University.  Dr Cheung joined HKPC in 1996.

 

 

Mr Erdal Elver
President and Chief Executive Officer, Siemens Ltd., Hong Kong and Macao

Mr Erdal Elver currently serves as President & CEO of Siemens Limited, leading the overall strategy in the areas of electrification, automation and digitalization and delivering sustainable solutions for infrastructure and industry in Hong Kong and Macao.

Mr Elver first joined Siemens in 1984. Prior to his current position, he served as the former President and CEO of Siemens Vietnam and held various senior management positions in Germany and China. With more than 35 years of experience working in the engineering and manufacturing industry, he has been leading the company to be a trusted technological partner and driving sustainable solutions in the field of smart infrastructure and industry. He received his Master's Degree on Computer Science from Technical University of Munich, Germany.

 

 

Mr Christopher Hui
Secretary for Financial Services and the Treasury

Mr Hui has been Secretary for Financial Services and the Treasury since 2020. He serves on the boards of Mass Transit Railway Corporation Limited, Hong Kong Airport Authority and also as the Chairman of the Kowloon-Canton Railway Corporation.

He was an Administrative Officer in the Government from 1999 to 2003 and served in the Economic Development Branch, the Office of the Government of the Hong Kong Special Administrative Region in Beijing and the Home Affairs Department. After leaving the Government, Mr Hui spent 13 years at the Hong Kong Exchanges and Clearing Limited, having been the Managing Director for Market Development and Head of Project Management and also in various senior roles in Listing and Market Development. He worked for a number of multi-national companies in the private sector as well. He was appointed the Executive Director of the Hong Kong Financial Services Development Council from 2019 to 2020.

Mr Hui previously held a number of public roles including Councillor of the City University of Hong Kong, Member of the Mandatory Provident Fund Schemes Authority Process Review Panel, Hong Kong Stock Exchange Listing Review Committee and also Hong Kong Institute of Certified Public Accountants Disciplinary Panel.

Mr Hui holds Bachelor and Master (Hon) Degrees in Philosophy, Politics and Economics from the University of Oxford, and Master of Business Administration Degree from INSEAD. He also attended the Stanford Executive Programme (SEP).

 

 

Ms Jenny Lee
Under Secretary General, Hong Kong Green Finance Association (HKGFA)

Jenny is the Under Secretary General for Hong Kong Green Finance Association (HKGFA), primarily responsible for driving green and sustainable finance initiatives across its eight working groups, leading private and public sector, regulator, and government stakeholder engagement to enhance Hong Kong’s position as a leading sustainable finance center. Jenny contributes to the Centre for Green and Sustainable Finance capacity building and data analytics workstreams, and co-created the HKGFA – HKUST Certificate in Sustainable Finance. Jenny has over two decades of experience in global investment banking and consulting, primarily in equity derivatives, prime brokerage, equity financing and new business development at Goldman Sachs, Credit Suisse and JPMorgan, and has lived in London, New York, Tokyo and Hong Kong.

Jenny left a career in banking to pursue her desire to make a positive impact, shifting the focus of her business and finance experience into sustainability. She is a life-long learner and passionate about creating a green and sustainable ecosystem, inclusive of finance, ESG and technology. She co-founded Development Finance Asia and is certified in CFA ESG Investing.

 

 

Ms Bernadette Linn
Secretary for Development

Ms Bernadette Linn was appointed the Secretary for Development on 1 July 2022.

She joined the Administrative Service in 1989 and rose to the rank of Administrative Officer Staff Grade A1 in 2019. She has served in various bureaux and departments, including appointments as Deputy Secretary for Education in 2005, Deputy Secretary for Financial Services and the Treasury (Treasury) in 2008, Private Secretary to the Chief Executive in 2010, Director of Lands in 2012 and Permanent Secretary for Development (Planning and Lands) in 2017.

Ms Linn holds a Bachelor Degree from the University of Hong Kong (major in Literature) and a Master Degree from the University of Michigan, Ann Arbor (major in Communication Studies).

 

 

 

Mr Vincent Ma
CEO, Hong Kong-Shenzhen Innovation and Technology Park Limited

Mr Vincent Ma has been appointed as the Chief Executive Officer of Hong Kong-Shenzhen Innovation and Technology Park Limited (HSITPL) since January 2023.

Mr Ma is a veteran with over 30 years of experience in the Information and Communication Technology (ICT) industry. Since joining Wharf T&T Limited in 1995, even before the Company was granted a fixed telecom network license, Mr Ma grew with the Company and witnessed the deregulation journey of the telecom industry. From 2006 to 2019, Mr Ma was appointed the President and then the Chief Executive Officer of Wharf T&T.  Under his leadership, Wharf T&T became one of the most successful and highly profitable ICT service providers with an operation of over 1,800 staff, attaining an annual turnover of $2 billion and a valuation exceeding $10 billion, and serving over 50,000 business customers in Hong Kong. Robust strategy setting such as the unique B2B winning strategy outperforming competitions in the case of Wharf T&T, a true believer of customer centricity and operation excellence are some of the key management philosophies of Mr Ma.

Before joining HSITPL, Mr Ma was the Chief Digital Officer of Sun Hung Kai Properties. He set up a new Digital Office driving digital transformation and big data strategies across the diverse business portfolio of the Group. Mr Ma earned a bachelor’s degree in computing studies from the Hong Kong Polytechnic University.

 

 

Ms Carmen Tsang
Executive Director, Head of Sustainable Investment Banking, Greater China, Crédit Agricole CIB

Carmen is an experienced finance professional with a focus in impact investing and sustainable finance. She joined CACIB’s Sustainable Investment Banking (SIB) team in 2018, and has made key contributions on the green structuring aspects in a range of milestone transactions in the Asia-Pacific region, including the inaugural and subsequent Hong Kong SAR Government Green Bonds, debut South Korea Government Green & Sustainability Bond, ICBC’s mega Greater Bay Green Bond, AIIB’s Sustainable Development Bond Framework, and China’s first onshore tri-party green repo, etc.

She represents CACIB as the Co-chair of the Green Investment Principles of the B&R region Climate Disclosure Working Group, and serves in the cornerstone member working group of the Alliance for Green Commercial Banks.

Carmen started her career in UBS AG as a fixed income advisor in wealth management, and subsequently joined a boutique impact advisory firm facilitating capital flows to microfinance mandates in China.

Carmen has a degree in BBA majoring in Global Business and Operations Management from the HKUST. She is a certified ESG Analyst of the EFFAS, and serves as an advisor to HKUST’s BSc in Sustainable and Green Finance program.

 

 

 

Mr Andy Wong
Head of Innovation and Technology, Invest Hong Kong

Mr Andy Wong is the Head of Innovation and Technology at InvestHK. He leads a team of technology specialists to focus on attracting and facilitating overseas investments in Hong Kong for setting up and expanding their business operations. His key focused technology clusters include biomedical, medical devices, healthcare services, AI and robotics, microelectronics and environmental.

Mr Wong has wealth strategy consulting and business development experience in the technology sector. Prior to InvestHK, Mr Wong was a consulting director at PwC and at Cisco Systems where he led the technology consulting team to help corporate undertake business transformation through applications of advanced technologies and best practice processes.

Mr Wong graduated from the University of Birmingham, the UK in Electronic and Electrical Engineering and has a Master Degree in Business and Accounting from the University of New South Wales, Australia. Mr Wong is a Chartered Engineer in the UK and a CPA from Australia.

 

 

Mr Yeo Zhi Wei
Director, Corporate Development

Mr Yeo Zhiwei joined Keppel Infrastructure (KI) on 10 May 2021. Mr Yeo is responsible for the origination and execution of strategic initiatives for the group including mergers and acquisitions, investments, joint ventures and corporate finance.

Mr Yeo has more than a decade of investment banking and M&A experience in both Singapore and Hong Kong, having previously worked at ING and HSBC, where he advised on M&A, equity and debt financing transactions for corporates and financial investors in the natural resources, power & utilities and renewables infrastructure sectors. Mr Yeo was also previously an investment professional at Vitol, where he was focused on mid and downstream energy infrastructure investments across APAC.

Mr Yeo holds a Bachelor of Business Administration with Honours from National University of Singapore.
