BEC launched the Carbon Disclosure Programme in 2022, in partnership with CDP and with support from HSBC, as a new initiative to mobilise Low Carbon Charter signatories and businesses in setting decarbonisation targets and supporting them to take actions and achieve their commitments.
As the 2022 disclosure cycle came to an end, BEC held a webinar for companies to share their experience in response to the CDP climate change questionnaire, covering internal coordination, what they have reported, what challenges they have encountered and rooms for improvement in 2023.

Mr Dennis Wan Dennis heads the front-line team servicing regional companies in disclosure to CDP. After personally witnessing forest fires in USA, Mr. Wan changed career focus to drive environmental transparency by joining CDP. Immediately prior, he spent 22 years with Credit Suisse across Tokyo, New York and Singapore, rising from junior accountant to Chief Operating Officer of Hong Kong. In this final role, he ran the Board of Directors and locational governance for all banking business lines and support functions, interacting regularly with international regulators and authorities. Mr. Wan studied with the Cambridge Institute of Sustainability Leadership, graduated from Imperial College and is a Chartered Accountant.

Mr Hendrik Rosenthal Hendrik is responsible for the Group’s sustainability-related strategy, reporting and communications. He supports the senior management in sustainability and climate change-related risk management and advises on sustainability matters of the Group’s power business in the Asia-Pacific region. With 20 years of experience in environmental management across the public, private and NGO sectors, Hendrik previously led research and consulting projects in Canada, Hong Kong and Singapore. He began his career in natural resource management and environmental policy, through various positions at Canadian government agencies in environment and development. After moving to Hong Kong in 2008, Hendrik promoted sustainability practices via private sector projects and through policy engagement for industry associations. Prior to joining CLP, he was a senior manager of applied sustainability in Singapore working for a multinational company.

Mr Oswald Au Oswald is the Founder and Managing Director of Riskory Consultancy Limited, a professional consulting company incorporated in Hong Kong for the provision of environmental, social and governance (“ESG”) reporting advisory and risk management services. Oswald has more than 20 years business consulting experience and has been providing ESG advisory services since the year that ESG reporting has been introduced by The Hong Kong Stock Exchange. Being one of the pioneers in the ESG advisory field, Oswald is recognized by the industry and is invited by the Hong Kong Institute of Certified Public Accountants (“HKICPA”) to be the judging panel member of Best Corporate Governance and ESG Awards 2021 and 2022. Oswald is also a member of three advisory groups under BEC and has been invited to be the guest lecturer by The Chinese University of Hong Kong and The Hong Kong University of Science and Technology. Oswald is an International Certified Public Accountant (ICPA) accredited by American Association of Chartered Accountants and a Trader on Carbon Emissions (碳排放交易員) in Hong Kong certified by The Shanghai Environment and Energy Exchange (上海環境能源交易所).

Mr Rafi Cristobal Rafi, Director of the Social Impact and Sustainability Program (SISP) in The Harbour School (THS), aspires that his passion in leading a long-term school-wide movement and program on sustainability education and operation, would give insight and inspiration to the other educators that an action-oriented plan for social impact and sustainability in a school set-up is feasible and can bring about meaningful change. Since the launch of THS SISP in August 2021, Rafi spearheaded and created the organisation’s first Sustainability Report (Education for Sustainable Development Report) for 2021/22, which is GRI-referenced and prepared by internal members from scratch. Rafi also led THS to exhibit in ReThink HK 2022, the city’s most ambitious event for sustainable development, to advocate sustainability in the K-12 education sector. THS SISP was recognised and won 3 major awards under the UN SDG Achievement Awards 2022 amongst other established corporations. These include Project Award - Silver, Project Award - Best Approach and Project Award - High Replicability. Rafi continues his passion to share his experience with other education institutions in Hong Kong and overseas such as in Singapore and Malaysia. He has been appointed as one of the speakers in the Asia-Pacific International Schools Conference covering ESG for schools. |

Mr Merlin Lao Merlin is Head of Policy & Research at BEC. He leads the team to develop clear policy positions on pressing climate and environmental topics in Hong Kong, through undertaking research on latest domestic and international trends, engaging with the Hong Kong SAR Government and connecting insights of the local business sector. He is keen on net-zero transition that not only looks at decarbonisation, but also a more equal and liveable built environment. Merlin is a programme management professional with over 10 years of climate change and environment career experience across private, public and non-profit sectors in East Asia, with major exposure in Mainland China, Hong Kong, Macau and South Korea. Prior to joining BEC, he was the senior programme manager at an international non-governmental organisation driving sustainable cities agenda in China, Japan, Mongolia and South Korea, covering topics such as air quality, low-emission development, urban resilience, circular economy and nature-based solutions.

Mr Toby Cheng Toby is currently the Assistant Manager – Policy & Research at Business Environment Council (BEC), supporting the team’s policy advocacy, event curation, research studies and business collaboration projects. He has been coordinating the HKIA Carbon Capacity Building Programme and managing the “Building a Greener and Smarter Hong Kong” study, and the Low Carbon Charter Carbon Disclosure Programme with CDP. Before joining BEC, Toby has provided sustainability advisory and environmental consultancy services in ESG and environmental impact assessments, serving a number of public and private projects and clients in a wide range of sectors. He has worked in several local consultancy firms in sustainability, risk management and environmental management. He has solid experience in ESG reporting, as well as environmental modelling and emission control for infrastructure and industrial projects. |
