Invitation for Expression of Interest to Tender for Provision of Student Capacity Building Programme for Food Waste Recycling for JCSMART – Scientific Methods for Achieving Reduction Targets Project (English version only)

1.    Background

  • Business Environment Council Limited (“BEC”) has initiated a JCSMART – Scientific Methods for Achieving Reduction Targets Project (the “Project”). This project is co-organised with Green Power.
  • BEC is currently inviting interested parties to submit Express of Interest (“EOI”) for the Provision of Student Capacity Building Programme for Food Waste Recycling for twenty-one (21) local primary and secondary schools (the “Selected Schools”).
  • This Project is funded by the Hong Kong Jockey Club Charities Trust (the “Donor”).
  • The Project aims to establish a comprehensive support mechanism to drive behavioural change among students and ensure long-term sustainability by empowering students to become active participants and leaders in food waste reduction.

 

2.    Objectives

  • The objectives of the Services are design and implement a comprehensive student capacity building programme for the selected schools between the 2026/27 academic year that achieves the following objectives
  1. Promote proper food waste separation and reduction at source among students in pilot schools.
  2. Drive behavioural change, particularly in minimising lunch leftovers during school meals. 
  3. Build student leadership and ownership through a Student Ambassador Programme, empowering students to influence their peers and support daily waste management practices. 
  4. Enhance students’ knowledge and practical skills in supporting the operation and effective utilisation of food waste recycling facilities installed in schools.
  5. Equip pilot schools with necessary resources, tools, and knowledge to enable long-term, independent implementation and sustainability of food waste reduction initiatives beyond the contract period. 

 

3.    Scope of Services

  • The Services provided by the successful tenderer (the “Service Provider”) generally include:
  1. Design and deliver TWO (2) rounds of structured capacity building workshops for Student Ambassadors during the 2026/27 academic year.
  2. Implement TWO (2) rounds of school-wide Zero Leftover Award Scheme, comprising a one-month campaign per school, to encourage students to minimise food leftovers during lunchtime.
  3. Develop and provide customised training kits and supporting resources for each pilot school .
  4. Coordinate closely with pilot schools on scheduling, implementation, and logistics to minimise disruption to school operations; conduct pre- and post-programme assessments; and submit regular progress reports and a comprehensive final evaluation report to BEC.
  • The contract for the Provision of Student Capacity Building Programme for Food Waste Recycling for JCSMART shall be based on a lump sum fixed price per Selected School, irrespective of actual manpower or disbursement costs incurred. While this Expression of Interest covers an indicative scope of twenty-one (21) selected schools, the final number of schools to be included in the contract will be determined at the time of award. The Service Provider shall be obliged to complete the Services in accordance with the contract terms and to the satisfaction of BEC.

 

4.    Project Period

  • The Service Provider shall be responsible for delivering the Student Capacity Building Programme over a continuous period of twelve (12) months within the overall project timeline.
  • The Service Provider is targeted to be on-board in end August/ early September 2026 tentatively.

 

5.    Project Deliverables

  • The Service Provider shall provide the following deliverables for each school during the Project Period: 
  1. Student Ambassador Programme
    Design and deliver two rounds of capacity building workshops, select and train at least 20 students as Student Ambassadors.
  2. Zero Leftover Award Scheme 
    Design and implement two rounds of school-wide Zero Leftover Award Scheme in each of the 21 pilot schools, and develop simple tracking mechanisms with attractive incentives and recognition elements to drive participation and behavioural change. 
  3. Training Kits and Resources
    Develop and deliver customised training kits to each pilot school, including guidance on food waste separation, school-specific Standard Operating Procedures (SOPs) with photos, visual aids, posters, short instructional videos, and operation manuals. 
  4. Programme Management, Monitoring and Evaluation
    Conduct pre- and post-programme assessments, and submit regular progress reports and a comprehensive final evaluation report to BEC.

 

6.    Shortlisting Criteria

  • Upon submission of the EOI, eligible Service Providers shall be shortlisted for proceeding to tender stage in accordance with the following selection criteria:
  1. Company profile;
  2. Resources allocation and qualification of proposed project team;
  3. Financial eligibility; and 
  4. Relevant past project experience

 

7.    Expression of Interest

  • Please express your interest by returning the following submissions to BEC via email to jcsmart@bec.org.hk on or before 12:00 noon on 20 July 2026, Monday.
  • Your EOI submission shall contain the following documents:
  1. The completed form of “Express of Interest” (Annex A);
  2. Business Registration Certificate;
  3. Company brochure;
  4. Organisation chart showing all key staffs, partnering companies or sub-contractors to deliver the Services;
  5. CVs of key staff members
  6. Company financial statement for the latest three years;
  7. List of relevant project experience for the last three years; and
  8. Any other information and evidence demonstrate your capabilities.
  • Late submissions may not be further considered.

 
8.    Disclaimer

BEC shall not in any circumstances be liable for any costs, expenses and damages incurred or suffered by the interested parties in connection with the preparation and submission of this EOI to BEC, in the event not to invite any interested parties which has submitted their interest in response to this invitation to enter into any tendering exercise or an agreement for this Project.
