Invitation for Expression of Interest to Design, Hosting, Development and Maintenance of Project Website（只有英文版本）

  1. Background
  1. Business Environment Council Limited (“BEC”) is initiating a Jockey Club BEAM Plus in Schools Project (the “Project”). The Project will last for about three and a half years
  2. BEC is inviting interested parties to submit Express of Interest (“EOI”) for the design, hosting, development and maintenance of a new Project website.

 

  1. Objectives
  1. The goals and objectives of the Project website are:
    1. To increase the Project awareness;
    2. To publish Project’s news and events update;
    3. To generate more Project participants;
    4. To acknowledge the list of participating schools;
    5. To educate good carbon reduction practices; and
    6. To share Project contents such as case studies, graphics, photos or videos.

 

  1. Scope of Work
  1. The Service Provider shall provide a complete solution to BEC for the design, hosting, development and maintenance of a new Project bilingual website which include:
    1. Frontend website design and development;
    2. Backend website content management;
    3. Website hosting services;
    4. Website update and maintenance services during the Project Period;
    5. Website security;
    6. Website validation and testing; and
    7. Any other scopes and requirements as detailed in the tender document.
  2. The Service Provider shall provide different graphic design including Project logo, e-newsletter, e-leaflet, e-posters (optional scope).
  3. The Service Provider shall provide instructions and training manuals of the Project website.
  4. The Service Provider shall provide training services to BEC’s nominated persons for handling and amendment of the website content as required.
  5. This is a lump sum fixed price tender / contract and regardless of the actual manpower cost and any other necessary resources and expenses. The Service Provider shall complete the works in accordance with the contract to the satisfaction of BEC and there shall be no adjustment of the Contract Sum.

 

  1. Project Period
  1. This is a three and a half years Project with the commencement date on 1 January 2020. The Service Provider shall provide the service throughout this Project Period.
  2. The lunching of Project website is targeted in June 2020. The mobile application is targeted to be completed within two months after the official website launching date.

 

  1. Project Deliverables
  1. The Service Provider shall provide the following deliverables during the Project Period:
    1. The bilingual designated Project website;
    2. The Project logo and graphic design (optional scope); 
    3. The corresponding mobile application for the website (optional scope);
    4. Conduct regular progress meetings and meeting minutes for the meetings;
    5. Conduct two formal presentations to management to seek comments and approval before launching of the website;
    6. Incorporate all comments from BEC during the Project Period; and
    7. Any other deliverables as detailed in the tender document.

 

  1. Shortlisting Criteria
  1. Upon submission of the EOI, eligible tenderers shall be shortlisted for proceeding to tender stage in accordance with the following selection criteria:
    1. Company scale and qualified staffs
    2. Financial eligibility
    3. Relevant experience of developing dynamic website, web systems or web / mobile applications for any similar programme, projects or schemes.

 

  1. Expression of Interest
  1. Interested parties shall express your Interest by returning the following submissions to BEC via email to beamplusschools@bec.org.hk on or before 12:00 noon on 28 February 2020, Friday.
  2. Your EOI submission shall contain the following documents:
    1. The completed form of “Express of Interest” (Annex A);
    2. Company brochure;
    3. Organisation chart showing all key staffs, partnering companies or sub-consultants;
    4. Company financial statement for the latest three years;
    5. List of relevant project experience; and
    6. Any other information and evidence demonstrate your capabilities
  3. Late submissions may not be further considered.

 

  1. Disclaimer

    BEC shall not in any circumstances be liable for any costs, expenses and damages incurred or suffered by the interested parties in connection with the preparation and submission of this EOI to BEC, in the event not to invite any interested parties which has submitted their interest in response to this invitation to enter into any tendering exercise or an agreement for this Project.
