背景及時序

氣候變化是目前全球最逼切的挑戰之一，為人們、社區及商界帶來前所未有的挑戰。透過聯合國氣候變化框架公約下的《巴黎協定》，全球各國同意將本世紀全球平均氣溫升幅控制在比工業化前水平高攝氏2度內，並進一步控制氣溫升幅保持在攝氏1.5度內。作為《巴黎協定》的簽署方，香港有責任制定長遠減碳策略。商界是社會的重要一員，在本港邁向低碳經濟的進程中扮演關鍵角色。

「量度是管理的第一步。」制定目標可以為企業的未來發展提供明確路徑，對促進並落實減碳至為重要。為支援企業的減碳進程，BEC於2017年開展低碳香港倡議，並發表題為《低碳香港：協助商界制定目標》（Low Carbon Hong Kong: Supporting Business to Set Targets）的報告，收錄制定目標的企業個案，並闡述制定目標的過程。由於建築物佔本港一定比例的溫室氣體排放，BEC其後針對房地產及建築界別，進行了一系列的研究和參與活動。

2019年3月，BEC於商界領袖及環境局鼎力支持下，推出BEC低碳約章，推動房地產及建築界別的企業共同簽署約章，攜手採取行動以制定及落實減碳目標，協助本港達致長遠減碳。2020年初，BEC低碳約章更拓展至所有界別，歡迎各行各業的企業及機構簽署。

BEC定期舉辦活動，協助所有簽署BEC低碳約章的企業及機構制定、落實並執行減排目標。簽署企業及機構會獲邀分享見解和經驗，達致彼此學習。此外，參與企業及機構須每年自我檢視減碳進程，並提交表格以作本會紀錄。

BEC低碳約章包括兩部分：聲明及承諾。企業於承諾部分可選擇路徑一或路徑二。

聲明

作為香港的領先企業，我們了解氣候轉變對人類、社區及商界帶來前所未有的逼切挑戰。有見及此，我們堅信香港必須依循《巴黎協定》的減碳目標，轉型至低碳經濟，以減少氣候相關的風險，並確保可持續發展。

我們知道制定策略和落實目標，對企業的減碳進程至為重要，有助促進和落實行動，推動本港的低碳轉型。帶頭制定目標和落實低碳措施，能協助企業減低成本、推動創新及提高應變能力。我們清楚商界採取迅速有力而具協作性的氣候行動，是十分重要的。

有見及此，我們自願簽署承諾採取以下行動，以加強減碳的努力。我們促請政府發揮領導作用，並呼籲所有界別共同行動。

承諾

路徑一

按照《巴黎協定》減碳目標的方向，訂立減碳目標。
落實具策略性的行動，從以達致目標。
每年披露制定或落實目標的進程。
向持份者提倡制定減碳目標和落實低碳措施。

不同企業有不同的減碳進程。不論進展如何，路徑一旨在邀請企業踏上減碳之旅，了解《巴黎協定》的目標。

路徑二

依循《巴黎協定》目標，並按照「科學基礎減量目標計劃」（SBTi），根據氣候科學制定減碳目標。
落實策略行動，從以達致目標。
每年披露制定或落實目標的進程。
向持份者提倡制定減碳目標和落實低碳措施。

路徑二的簽署企業須依循《巴黎協定》內容，落實減碳目標，並簽署「科學基礎減量目標計劃」（SBTi）的承諾函件。

Power Up Coalition

In September 2020, the Development Bureau announced that all public work contracts tendered after February 2021 must apply for temporary electricity and water supply during the detailed design phase to ensure completion of the connections before construction starts. This would reduce the use of diesel generators and could facilitate the use of other electric plant, equipment and vehicles.

Riding on the policy change, BEC and Gammon Construction Limited co-launched the Power Up Coalition in 2021 to encourage the timely electrification of non-public works construction sites in Hong Kong and to promote zero-emission construction sites. BEC invites private and semi-private project proponents and their partners, such as power suppliers, architects, consultants, contractors, engineers, professional bodies, and other companies or organisations who are interested in promoting, supporting and achieving zero-emission construction sites in a long run to join as members.

Carbon Disclosure Programme

Since the launch of the BEC Low Carbon Charter in March 2019, BEC has been increasing effort to enhance our support to the signatories in their decarbonisation journey. A new initiative under the Charter - the Carbon Disclosure Programme in partnership with CDP and with support from HSBC has been launched in 2022 to support signatories' commitment to set carbon reduction targets and to disclose climate information, contributing to increased transparency of Hong Kong companies, improved climate stewardship in the global supply chain, and mitigation of climate risks.

Hong Kong International Airport Carbon Capacity Building Programme (HKIA CCBP)

BEC has been commissioned by Airport Authority Hong Kong (AAHK) in 2022 to develop a comprehensive 3-year Carbon Capacity Building Programme for Hong Kong International Airport (HKIA), aiming to identify and address the training needs of airport business partners, supporting them to achieve the HKIA 2050 Net Zero Carbon Pledge.

Leveraging the strong foundation of the BEC Low Carbon Charter, BEC will design and deliver appropriate workshops, training and events which will enhance the capacity of the business partners to progress through the different stages of the decarbonisation process.

Low Carbon Charter: Global Connect Initiative

Supported by We Mean Business Coalition, BEC carried out the Global Connect Initiative between 2021 and 2022 to strengthen the BEC Low Carbon Charter by linking it and its signatories to international initiatives and/or campaigns on climate action. In doing so, the Charter will be further enhanced by making connection with other global players in addition to local peers in Hong Kong, and will offer signatories access to international best practices and the opportunities to participate in initiatives outside Hong Kong.
