Message from the Chairman

As an independent, charitable membership organisation in Hong Kong, BEC is in a unique position as one of the longest running organisation in the city with a mission to mobilise Hong Kong’s business community for environmental sustainability and excellence. BEC engages over 200 businesses from various sectors to contribute to the vision of transitioning Hong Kong to a low-carbon economy and shape the government’s policy agenda to ensure Hong Kong’s sustainability and competitiveness.

We believe in the value of responsibility and transparency, and are guided by a well-established governance structure, policies and clearly defined strategies.

Mr Richard Lancaster

Mr Richard Lancaster is Chief Executive Officer of CLP Holdings, the parent company of the CLP Group which is one of the largest investor operators in the electricity industry throughout the Asia-Pacific region.

Mr Lancaster has more than 35 years of experience in the power industry and in other industrial operations in Asia, Australia and the United Kingdom. Prior to assuming his current role in September 2013, he was Managing Director of CLP’s operations in Hong Kong, responsible for its electricity generation, transmission and distribution business serving 2.5 million customers in Hong Kong. Mr Lancaster joined CLP in 1992 and has held a wide range of managerial positions within the company. His experience covers project management, power plant operations, commercial, finance, legal and corporate functions.

Besides serving in various subsidiary companies of the CLP Group as Director, Mr Lancaster is the Chairman of the Business Environment Council and a founding member of the Advisory Council of The Australian Chamber of Commerce Hong Kong & Macau. He is a Fellow of the Hong Kong Management Association and a council member of the World Business Council for Sustainable Development and a member of its Climate and Energy Cluster Board. He is also chairman of the Hong Kong Membership Committee of the UN-accredited World Energy Council.

Originally from Australia, Mr. Lancaster is an electrical engineering graduate of UNSW Sydney.

Professor John Chai of Fook Tin Group Holdings Limited, is a distinguished scholar and dental specialist. Prior to joining the Fook Tin Group, Professor Chai was a full time professor at Northwestern University. He is presently a Professor Emeritus of Northwestern University, and an Honorary Clinical Professor of the Faculty of Dentistry, University of Hong Kong. Having a close affinity with Hong Kong University of Science and Technology, Professor Chai is the Vice Chairman of University Council. He is also a member of the Chief Executive’s Council of Advisers on Innovation and Strategic Development, HKSAR, and was Immediate Past Chairman of Business Environment Council Limited. Professor Chai has been keen to take up public duties covering higher education, innovation and technology, environmental protection and sustainable development of Hong Kong.

Mr Peter Lee is the General Manager, Sustainability of the Airport Authority. He supports, guides and advises the Authority on the formulation and implementation of long-term sustainability strategies. Before joining the Airport Authority in June 2012, Mr Lee has over 20 years’ experience in environmental and engineering consultancy, leading and managing environmental impact assessment (EIA) studies for a number of major infrastructure and urban development projects such as Kai Tak Development, Integrated Waste Management Facilities, Harbour Area Treatment Scheme Stage 2A and Deep Bay Link. Mr Lee is a founding fellow of the Hong Kong Institute of Qualified Environmental Professionals and the Secretary General of the Marine Ecology Enhancement Fund and the Fisheries Enhancement Fund.

Mr Donald Choi is currently the Executive Director and Group CEO of Chinachem Group. He was the Managing Director of Nan Fung Development and before Nan Fung, Director of Foster and Partners and the Authorised Person – Architect for the Hong Kong International Airport Passenger Terminal and many infrastructure projects at Chek Lap Kok. 

Mr Choi has worked globally as architect and developer for over 30 years. He is familiar with both public and private projects and believes in the power of design and architecture to empower society. Clients have included Hong Kong Government, Airport Authority, Mass Transit Railway Corporation, Urban Renewal Authority, Public Works Canada, British Columbia Buildings Corporation, NGOs and the private sector.

Mr Choi is active in community services. He is a Global Trustee of the Urban Land Institute, President (2020-2022) of the Hong Kong Institute of Urban Design, Trustee of Rhode Island School of Design, Chief Curator for the Hong Kong Exhibition at the 17th Venice Architecture Biennale 2021 and Honorary Advisor of the Hong Kong Workers’ Health Centre. He is also a Building Committee Member of the CUHK Medical Centre, Member of the Committee on Building Information Modelling of Construction Industry Council, the Chairperson of the Board of Construction Innovation and Technology Application Centre, a Board Member of the Hong Kong Green Building Council, the Business Environment Council and the Hong Kong Science and Technology Parks Corporation.

Mr Ng is the General Manager of Investor Relations Department of COSCO SHIPPING Ports. Mr Ng has about 12 years of equity research experience with various investment banks, including Goldman Sachs, Merrill Lynch, Nomura, BNP Paribas and Maybank. He was a recipient of the StarMine Industry Analyst Award in the Property and the Utilities sectors, and was named Wall Street Journal: Best Asian Analyst Award 2011 (ranked number two in the utilities sector). Before joining the equity research sector, Mr Ng worked in the civil engineering field for four years in Hongkong Electric Company Limited. Mr Ng is a CFA Charter holder and is an MBA graduate from The Hong Kong University of Science and Technology.

Ir Professor Daniel M. Cheng BBS, MH, JP is Managing Director of Dunwell Enviro-Tech (Holdings) Ltd. He is a Board member of Business Environment Council, Honorary President of the Federation of Hong Kong Industries and President of the Hong Kong Environmental Industries Association. Prof Cheng is also Deputy Chairman of the Hong Kong Green Strategy Alliance and Member of the HKX Advisory Committee. For the HKSAR Government, he is serving as Member of The Chief Executive’s Council of Advisers on Innovation and Strategic Development, Member of the Committee on Innovation, Technology and Re-industrialisation, Member of the Advisory Committee on Recycling Fund, and Member of the Steering Committee on the Promotion of Electric Vehicles.

Prof Cheng has consistently contributed his professional knowledge and expertise throughout his career including as the Chairman of the Hong Kong Waste Management Association (2000–2001), the Friends of the Earth (HK) (2000-2004) and the Federation of Hong Kong Industries (Jul 2015– Jul 2017), and a member of the Advisory Committee on Water Supplies (Apr 2016 – Mar 2020), the Hong Kong Trade Development Council (Jul 2013- Jul 2017), the Hong Kong Productivity Council (2009–2015) and the Vocational Training Council (2011–2015).

Since July 2015, the Hong Kong Polytechnic University appointed Prof Cheng as Professor of Practice (Management). The University of Hong Kong also appointed Prof Cheng as Honorary Professor from 2016 - 2019 where he is currently Adjunct Professor in the Department of Industrial and Manufacturing Systems Engineering. Prof Cheng is a Fellow of the Hong Kong Institute of Engineers and a Registered Professional Engineer. He graduated from California State Polytechnic University, Pomona, U.S.A. Department of Industrial Engineering in 1981. In February 2014, Prof Cheng was inducted into the "Hall of Fame" by the California Polytechnic University-Pomona, as the first Asian Inductee.

Mr Anthony Small is a Director of Gammon, a multi-disciplined construction and civil engineering business based in Hong Kong with operations throughout Southeast Asia.  He is the Director responsible for Health and Safety, Sustainability, Quality and Audit.

Mr Small is formerly a Building Services Engineer and held a number of technical and management positions before moving into the safety, quality and environmental fields.  He came to Hong Kong in 1997 to work on the Airport Core Programme and then worked in the UK and Europe on rail infrastructure projects. In 2010, Mr Small returned to Hong Kong and joined Gammon from Balfour Beatty, a shareholder of Gammon where he previously held similar positions.

Mr Small is a Board Director of the Business Environment Council. He also serves on the main committee of The Lighthouse Club and is also Chair of the Hong Kong Regional Council for the International Powered Access Federation, and the Honorable Advisor for Institution of Occupational Safety and Health.

Mr Randy Yu is General Manager (Community Relations) of Henderson Land Development Company Limited, steering initiatives in environmental protection, corporate citizenship and community relations.

Mr Yu is a Chartered Surveyor who possesses over 30 years of experience in construction and property development. He was also a lecturer at the University of Reading (UK), Greenwich University (UK) and the University of Hong Kong, teaching subjects in construction field. In recent years, Mr Yu has dedicated a significant proportion of his time in community works. He is the Chairman of Islands District Council, he is also a member of Development Bureau’s Lantau Development Advisory Committee, Agriculture, Fisheries and Conservation Department’s Country and Marine Parks Board, and many more public advisory bodies. He was appointed Justice of the Peace in July 2010 and was awarded a Medal of Honour in July 2015.

Mr Yu is currently a Board Director of the Business Environment Council (“BEC”), representing Henderson Land Development Company Limited since 2016. He is also serving as the Chairman of BEC Communication and Membership Committee since September 2015. He was a Board Director of the BEC from June 2011 to February 2015, representing another listed company and was the Chairman of the BEC Communication and Membership Committee from March 2014 to February 2015.

Mr Victor Kwong is General Manager – Corporate Sustainability & Chairman, Environmental Working Committee of Hong Kong and China Gas Company Limited. He is also Director of Business Environment Council, Immediate Past President of The Hong Kong Federation of Occupational Safety and Health Associations, etc.

Towngas operates over 260 projects in Hong Kong and mainland China. These include piped city-gas projects, upstream and midstream developments, water and wastewater treatment schemes, natural gas filling stations, as well as new energy exploration and utilisation ventures.

Mr Kwong has more than 38 years of experience in the areas of corporate sustainability, environmental protection, occupational health and safety, fire protection, crisis management, security protection, etc. He coordinates the corporation’s efforts to improve sustainability and safety performance through effective risk management system, energy saving programs, carbon reduction, climate change risk reduction.

Mr Zhang Huifeng joined HSBC in 2005. As the Regional Head of Corporate Sustainability Asia Pacific, he oversees the Bank’s sustainability strategy in the region. This include community investment in future skills, climate change, sustainable finance, community service areas. His team is also working closely with the whole sale and retail banking businesses to promote sustainable finance and investment within the Bank to support the development of low carbon economy. 

Before joining HSBC, Mr Zhang had worked at BNP Paribas and ABN AMRO in trade finance and corporate banking area. His prior experiences also include 7 years project management and consulting for World Bank and Asian Development Bank financed projects in China. 

Mr Zhang has a MBA degree from Manchester Business School, UK.

Bill Ho is General Manager (Corporate Development) of HK Electric, responsible for the corporate development and environmental affairs of the Company. He has over 27 years of experience in managing the corporate development and business operations of power utilities in Mainland China and Hong Kong.

Mr Ho is a Chartered Engineer, and a member of The Hong Kong Institution of Engineers and the Institution of Engineering and Technology (UK) in the United Kingdom.

Mr Andy Yeung is Head of Technical Services and Sustainability of Hong Kong Land Limited. He is responsible for Technical Services Management and Sustainability Management for the company.

Mr Yeung graduated from the University of Hong Kong with a bachelor degree in engineering and later on obtained a master degree in Environmental Management.  

Mr Yeung is a Chartered Engineer and possesses more than 20-years technical services, energy management, sustainability, and management experience through his work in a number of key property companies.

Mr Kevin O’Brien was appointed as the chief executive of JEC in February 2018 and is responsible for all operations in South East Asia. Prior to his appointment, he was an executive board member of one of Hong Kong’s leading contractors. He has participated in many large-scale developments, both in Hong Kong and Macau across both public and private sectors.


Mr O’Brien’s roots are in electrical and mechanical engineering, having started his career in London back in 1990. He has been based in Hong Kong since 1995.


Mr O’Brien is a fellow of the Royal Institution of Chartered Surveyors and a member of the Hong Kong Institute of Surveyors and takes an active role in the training and development of the future generation of talent for the engineering and construction industry.

Mrs Brooke is a chartered surveyor and CEO of Professional Property Services Limited, which is a specialist real estate consultancy based in Hong Kong providing a range of advisory services across the Asia Pacific Region. She has over 25 years’ experience working in the region, undertaking a wide range of consultancy projects, with current assignments in Hong Kong, Mainland China and Myanmar.

Mrs Brooke is the Chair of the Best Practice Committee of the Harbour Business Forum and is BEC’s representative on the Hong Kong Harbourfront Commission. She is the Chair of Pacific Alliance China Land Limited, Chair of the Heritage Hong Kong Foundation, a member of the Executive Committee of the Hong Kong Girl Guides Association, and Co-founder and Corporate Director of Very Hong Kong.

Ms Anne Yu is the General Manager - Retail of Shell Hong Kong Limited since 2013.  As the leader of more than 40 corporate staff and 650 frontline staff, she develops and executes a sustainable business strategy for retail stations in Hong Kong and Macau which has paid off with remarkable growth. Ms Yu also delivered a number of firsts in the industry and received LEED V4 green building & BEAM Plus Interiors certifications. Between 2007 and 2013, Ms Yu was the General Manager – Shell Gas (LPG). During her tenure, she significantly increased the market share in Hong Kong and Macau and revamped the business model to achieve cost efficiency. Appointed by Electrical and Mechanical Service Department of Hong Kong, Ms Yu has served in public advisory roles in gas safety. Ms Yu joined Shell in 1993 with a Bachelor degree of Information Technology at the Griffith University in Brisbane, Australia.

Mr Erdal Elver currently serves as President & CEO of Siemens Limited, leading the overall strategy in the areas of electrification, automation and digitalisation and delivering sustainable solutions for infrastructure and industry in Hong Kong and Macao.

Mr Elver first joined Siemens in 1984. Prior to his current position, he served as the former President and CEO of Siemens Vietnam and held various senior management positions in Germany and China. With more than 35 years of experience working in the engineering and manufacturing industry, he has been leading the company to be a trusted technological partner and driving sustainable solutions in the field of smart infrastructure and industry. He received his Master's Degree in Computer Science from Technical University of Munich, Germany.

Ms Susanna Wong graduated from the Chinese University of Hong Kong, and holds a Master degree from Ecole Des Hautes Etudes Commerciales (“HEC”) in Paris and MBA degree from INSEAD. She is the CEO of YATA Limited and the Director of Planning and Operations of the Non-property Portfolio Businesses Department of Sun Hung Kai Properties Limited. From 2016 to 2020, she successfully led the team to expand branch network from 7 to 12. 

Prior to joining SHKP, Ms Wong was the Director of an international strategic management consulting firm focusing on retail and consumer goods industry.  She has worked on a wide range of projects with different types of retailers in the Greater China region, Southeast Asia and Europe when she worked at McKinsey & Co and OC&C Strategy Consultants.  In addition to her 14 years in strategy management consulting, she has also worked at ChinaCare Limited, managing multiple joint venture healthcare businesses in China, the Airport Authority Hong Kong and Nestle China.

Mr Harper has worked for over 15 years in the field of corporate sustainability and environmental engagement. At John Swire & Sons Hong Kong, he is responsible for managing the Group’s ESG disclosures and advising Swire companies on their ESG submissions. In addition to his reporting work, Mr Harper is responsible for assisting the Group on policy and strategy development, particularly in the areas of climate resilience, biodiversity, waste, and sustainable water management. He also leads the Research Committee of the Drink Without Waste working group

Mr Harper has extensive experience in ESG disclosure standards, such as the UN Sustainable Development Goals, GRI and the Hong Kong Exchange ESG Reporting Guide, in conducting sector-focused benchmarking studies, corporate environmental management, and in organising hands-on corporate citizenship and CSR training programmes for many corporations, including HSBC and HKEx.

Mr Harper worked in a number of senior management positions before joining John Swire & Sons Hong Kong in high-profile NGOs, including the Earthwatch Institute, Fauna & Flora International, China Water Risk, and the Business Environment Council, where he was responsible for managing the organisations’ advisory services on ESG reporting and corporate sustainability strategy development.

Dr Yau joined Swire Properties as General Manager of Sustainable Development in January 2016, leading the Department of Technical Services and Sustainability to work on their new and existing global property portfolios in pursuit of sustainability.

Before joining Swire, Dr Yau was an Arup Fellow and director of Arup in Hong Kong, an international engineering consultant, with over 28 years of experience in the design of sustainable and environmentally friendly buildings and infrastructure, and in sustainability consulting across the globe. Dr Yau received the Innovation Award for the Engineering Industry from the Hong Kong Institute of Engineers in 2013 in the Construction Category of the Champion Project CIC Zero Carbon Building for his role as Principal Investigator.

Dr Yau was a director of the Business Environment Council from 2016 to 2018, a director of the Hong Kong Green Building Council, a regional vice-chair of ASHRAE Region 13, and past president of the ASHRAE Hong Kong Chapter. Dr Yau is an Honorary Professor of The University of Hong Kong and is presently Guest Professor at Chongqing University in China.

Mr Chiu is the Assistant General Manager (Project Management) of Wheelock Properties (Hong Kong) Ltd. He leads a team to supervise the Commercial and Mass Residential portfolio of Wheelock. Before joining Wheelock in 1997, he worked in MTR Corporation, Arup and a few construction companies. Mr Chiu graduated from The Civil and Structural Engineering Department of Hong Kong Polytechnic with major in structural engineering, construction management and traffic planning. He is also a Chartered Structural Engineer.
