Mr Kevin O’Brien was appointed as the Chief Executive of Gammon Construction in September 2021 and is responsible for all operations across Asia. He rejoined Gammon having led JEC as their CEO from 2018 – 2021.

He has been based in Hong Kong since 1995.

Mr O’Brien is a fellow of the Royal Institution of Chartered Surveyors and a member of the Hong Kong Institute of Surveyors and takes an active role in the training and development of the future generation of talent for the engineering and construction industry. He has been active with the Business Environment Council since 2018.

BEC Climate Change Business Forum Advisory Group

 

The Climate Change Business Forum (CCBF) was launched in 2008 as a BEC initiative. The CCBF convened some of Hong Kong’s most astute businesses to collaborate on initiatives to mitigate climate change. A think tank focusing on the transition to a low-carbon economy, CCBF sought to be a resource for Hong Kong’s business community and government.

 

CCBF has since been integrated to become a BEC Advisory Group, formally renamed the BEC Climate Change Business Forum Advisory Group (BEC CCBF AG). BEC CCBF AG promotes awareness of, and builds capacity in relation to, climate change mitigation, adaptation and resilience activities amongst BEC members and the business community in Hong Kong. It also aims to provide a platform for BEC to engage the relevant regulatory bodies on climate change-related matters and forge collaboration between local and global experts on climate change. Introduction

The Paris Pledge for Action

The Paris Agreement on Climate Change formally came into effect in November 2016. It reflects the global consensus and commitment to reducing greenhouse gas emissions to keep global average temperature rise this century well-below 2°C above pre-industrial levels and to pursue efforts to limit the temperature increase even further to 1.5°C.


The Paris Pledge for Action enables non-state entities to formally commit to help implement the Agreement. With backing from BEC CCBF AG, BEC signed the pledge in 2016. As a signatory, BEC will work to encourage its members and the rest of the Hong Kong business community to meet the goals of the Agreement through projects, events, and educational programmes. BEC CCBF AG will continue to play a central role in supporting these efforts.

 

Manifesto for Energy Efficiency in Buildings

In 2013, BEC CCBF AG members joined a variety of innovative companies and organisations globally in taking a pledge to reduce energy consumption and carbon emissions in their commercial buildings. The manifesto originated with the World Business Council for Sustainable Development (“WBCSD”), in which BEC is a network partner. It requires signatories to commit to a number of tasks, including: setting emission-reduction targets, enhancing company policy for energy performance, carrying out energy audits, publishing building energy use information annually, and pledging to promote building energy efficiency to their partners, employees and stakeholders through advocacy, marketing, research and development, education and training.

BEC Net-zero Carbon Charter

Riding on the merits of BEC Low Carbon Charter, which was launched in March 2019 and attracted 113 signatories from different sectors, the newly rebranded Net-zero Carbon Charter will remain focused on mobilising companies and organisations to collectively contribute towards Hong Kong’s long-term decarbonisation journey through their pledge to set targets and actions for a net-zero future. However, we have raised the ambition of the Net-zero Carbon Charter so that it is aligned with Hong Kong’s 2050 carbon neutrality goal and the business imperative towards net-zero. Please click here for more details.

Mr Simon Ng is Chief Executive Officer of Business Environment Council. He has over 25 years of experience in academic and policy research, project management and stakeholder engagement. In particular, Mr Ng is known for his ground-breaking work on ship emissions inventory and evidence-based control policy in Hong Kong and the Pearl River Delta, and his instrumental role in the Fair Winds Charter – a voluntary business initiative to reduce ship emissions. Before taking the CEO position, Mr Ng was BEC’s Director of Policy & Research for 3 years. Prior to joining BEC, he was Chief Research Officer of a Hong Kong based think tank, and held teaching and research positions in several local universities. Currently, Mr Ng is a Member of the Advisory Council on the Environment, the Harbourfront Commission, the Lantau Development Advisory Committee, and the Advisory Committee on the Northern Metropolis of the Hong Kong SAR Government. Internationally, Mr Ng has been an Expert Member of the UNCRD Regional Environmentally Sustainable Transport Forum in Asia since 2006.

Mr Chan is responsible for BEC's financial strategy, budgeting control, accounting, information technology and personnel information management. He serves as BEC’s company secretary and manages the overall leasing, facilities and maintenance of the Jockey Club Environmental Building.

Prior to joining BEC, Mr Chan had over 10 years of management level experience with multinational companies, with responsibility for the financial management of their subsidiaries in Hong Kong, Mainland China, Asia Pacific, the US and Europe.

Ir C F Leung is currently the Director – Operations of Business Environment Council Limited. CF has been spearheading the development of sustainable buildings by leading and providing advisory services on a large number of green building initiatives and delivering training to building professionals. In the field of circular economy, he provides waste management and audit services for existing buildings and community events. Since July 2015, the Hong Kong Polytechnic University appointed Prof Cheng as Professor of Practice (Management). The University of Hong Kong also appointed Prof Cheng as Honorary Professor from 2016 - 2019 where he is currently Adjunct Professor in the Department of Industrial and Manufacturing Systems Engineering. Prof Cheng is a Fellow of the Hong Kong Institute of Engineers and a Registered Professional Engineer. He graduated from California State Polytechnic University, Pomona, U.S.A. Horace Lo was appointed as Group Managing Director of Modern Terminals Limited in February 2020.

Horace joined Modern Terminals in 1995 as Project Development Manager. He has held various roles including Chief Development Officer and Director of Engineering, responsible for development projects in Mainland China and Hong Kong. From 2007 to 2013, Ms Yu was the General Manager – Shell Gas (LPG). Her remit was to manage the entire business process of Shell Gas in Hong Kong from product supply to customer service delivery. Under Ms Yu’s leadership, the business significantly increased the market share and had its model revamped to achieve a higher cost efficiency in a long run.

Mr Patrick Ho is responsible for formulating and executing a corporate sustainability strategy for Swire Properties’ global operations across Hong Kong, Chinese Mainland and USA portfolios. Through engaging stakeholders, setting targets and developing action plans, he leads a team to manage the full spectrum of the Company’s environmental, social and economic impact and to integrate ESG considerations into every facet of Swire Properties’ business.  

In his role, Patrick works with senior leaders to establish the 1.5°C Science-Based Targets (SBT) to align with the pathway of limiting global warming to 1.5°C, and to reach net-zero emissions by 2050. He also worked on developing the Green Finance Framework for Swire Properties’ first US$500 million green bond and HK$500 million sustainability-linked loan, responding to emerging areas of sustainability such as Climate-related Financial Disclosures aligned with TCFD, embodied carbon emissions analysis for new development projects, and a strategic assessment of the climate-related physical and transition risks and opportunities under various future climate scenarios.

Patrick also led Swire Properties maintains its top listings on several global and regional sustainability indices and ratings, including the Dow Jones Sustainability World Index (ranked 7th globally, 1st in Asia in 2021), Global Real Estate Sustainability Benchmark (GRESB, Global Sector Leader in Mixed Use Developments for 6th consecutive year), MSCI ESG Ratings (highest “AAA” for 5th consecutive year) and Hang Seng Corporate Sustainability Index (No. 1 in Hong Kong for 5th consecutive year).  

Patrick is a Chartered Environmentalist, a Chartered Member of the Chartered Institution of Water and Environmental Management (CIWEM) and a Certified Carbon Auditor Professional. He sits on the Board of Business Environment Council and Corporate Advisory Board of World Green Building Council, and is a Member to the Taskforce on Nature-related Financial Disclosures (TNFD), Science Based Targets initiative (SBTi) Expert Advisory Group for Building Sector, and a Steering Committee Member of Climate Change Business Forum of the Business Environment Council.
