Message from the Chairman

As an independent, charitable membership organisation in Hong Kong, BEC is in a unique position as one of the longest running organisation in the city with a mission to mobilise Hong Kong’s business community for environmental sustainability and excellence. BEC engages over 200 businesses from various sectors to contribute to the vision of transitioning Hong Kong to a low-carbon economy and shape the government’s policy agenda to ensure Hong Kong’s sustainability and competitiveness.

We believe in the value of responsibility and transparency, and are guided by a well-established governance structure, policies and clearly defined strategies.

Mr Richard Lancaster

Mr Richard Lancaster is Chief Executive Officer of CLP Holdings, the parent company of the CLP Group which is one of the largest investor operators in the electricity industry throughout the Asia-Pacific region.

Mr Lancaster has more than 35 years of experience in the power industry and in other industrial operations in Asia, Australia and the United Kingdom. Prior to assuming his current role in September 2013, he was Managing Director of CLP’s operations in Hong Kong, responsible for its electricity generation, transmission and distribution business serving 2.5 million customers in Hong Kong. Mr Lancaster joined CLP in 1992 and has held a wide range of managerial positions within the company. His experience covers project management, power plant operations, commercial, finance, legal and corporate functions.

Besides serving in various subsidiary companies of the CLP Group as Director, Mr Lancaster is the Chairman of the Business Environment Council and a founding member of the Advisory Council of The Australian Chamber of Commerce Hong Kong & Macau. He is a Fellow of the Hong Kong Management Association and a council member of the World Business Council for Sustainable Development and a member of its Climate and Energy Cluster Board. He is also chairman of the Hong Kong Membership Committee of the UN-accredited World Energy Council.

Originally from Australia, Mr. Lancaster is an electrical engineering graduate of UNSW Sydney.

Professor John Chai of Fook Tin Group Holdings Limited, is a distinguished scholar and dental specialist. Prior to joining the Fook Tin Group, Professor Chai was a full time professor at Northwestern University. He is presently a Professor Emeritus of Northwestern University, and an Honorary Clinical Professor of the Faculty of Dentistry, University of Hong Kong. Having a close affinity with Hong Kong University of Science and Technology, Professor Chai is the Vice Chairman of University Council. He is also a member of the Chief Executive’s Council of Advisers on Innovation and Strategic Development, HKSAR, and was Immediate Past Chairman of Business Environment Council Limited. Professor Chai has been keen to take up public duties covering higher education, innovation and technology, environmental protection and sustainable development of Hong Kong.

BEC CCBF AG Terms of Reference





The Climate Change Business Forum (“CCBF”) was launched in 2008 as a BEC initiative. The CCBF convened some of Hong Kong’s most astute businesses to collaborate on initiatives to mitigate climate change. A think tank focusing on the transition to a low-carbon economy, CCBF sought to be a resource for Hong Kong’s business community and government.

CCBF has since been integrated to become a BEC Advisory Group, formally renamed the BEC Climate Change Business Forum Advisory Group (“BEC CCBF AG”). BEC CCBF AG promotes awareness of, and builds capacity in relation to, climate change mitigation, adaptation and resilience activities amongst BEC members and the business community in Hong Kong. It also aims to provide a platform for BEC to engage the relevant regulatory bodies on climate change-related matters, and forge collaboration between local and global experts on climate change.


The Paris Pledge for Action

The Paris Agreement on Climate Change formally came into effect in November 2016. It reflects the global consensus and commitment to reducing greenhouse gas emissions to keep global average temperature rise this century well-below 2°C above pre-industrial levels and to pursue efforts to limit the temperature increase even further to 1.5°C.

The Paris Pledge for Action enables non-state entities to formally commit to help implement the Agreement. With backing from BEC CCBF AG, BEC signed the pledge in 2016. As a signatory, BEC will work to encourage its members and the rest of the Hong Kong business community to meet the goals of the Agreement through projects, events, and educational programmes. BEC CCBF AG will continue to play a central role in supporting these efforts.


Manifesto for Energy Efficiency in Buildings

In 2013, BEC CCBF AG members joined a variety of innovative companies and organisations globally in taking a pledge to reduce energy consumption and carbon emissions in their commercial buildings. The manifesto originated with the World Business Council for Sustainable Development (“WBCSD”), in which BEC is a network partner. It requires signatories to commit to a number of tasks, including: setting emission-reduction targets, enhancing company policy for energy performance, carrying out energy audits, publishing building energy use information annually, and pledging to promote building energy efficiency to their partners, employees and stakeholders through advocacy, marketing, research and development, education and training.

BEC Low Carbon Charter

With the support of business leaders and the Environment Bureau, the BEC Low Carbon Charter was launched in March 2019 to mobilise companies in the property and construction value chain to collectively contribute towards Hong Kong’s long-term decarbonisation through their pledge to set and achieve carbon reduction targets.
